Senate QP: Seawalls and missing reports

With no national caucus to hold up proceedings, the Senate sat early on a humid-but-not-hot morning in Ottawa. With the Order Paper emptying out, the workload has been narrowing to just a few key bills still at various stages of debate.

Senator Mercer was up first, and with all of the flooding that had taken place in Calgary, Mercer was concerned about a seawall on Cape Breton that was in need of repairs, and would the federal government be involved in cost sharing? Senator LeBreton, the government leader and answerer of questions, said that the seawall was privately owned and not federal jurisdiction. Mercer said that there were several quibbles over jurisdiction and it meant further delays, and it had been built with federal funds. LeBreton returned to the issue of jurisdiction, but agreed to verify this fact. When Mercer pointed out that an ounce of prevention was better than a pound of cure — flood mitigation if the wall is breached, LeBreton repeated her answer and agreement to check.

Senate QP: Floods and veterans affairs

It was a rare evening sitting of the Chamber, after a day of committee hearings and a muggy day in Ottawa. The evening began with Senator Jaffer giving props to Calgary mayor Naheed Nenshi over his response to the city’s flooding, before moving onto other statements and Routine Proceedings.

Question Period got underway with Senator Tardif bringing up the floods in Southern Alberta, and the lack of insurance coverage for overland flooding, and then asked for the status of the government’s level of assistance. Senator LeBreton, the government leader in the Senate and answerer of questions, first brought up thoughts and prayers, the response by the Prime Minister, and then got the the disaster assistance arrangements that the federal government makes with the provinces and territories. Senator Tardif then brought up how Minister of State Ted Menzies said on the radio that the floods were unprecedented, and that there could be no doubt that climate change was a real issue, then how could the government be cutting climate research. LeBreton recounted how a scientist on TV explained how this was an unprecedented series of events that caused these floods, and that there may be a debate within the future, but not today. Senator Mitchell took a supplemental, and followed up on the disaster relief policies and whether there could be people left behind by the programmes. LeBreton said that it was still premature to start talking dollar figures until the final tally is assessed. When Mitchell noted that Premier Redford said that the money would flow within ten days, and wondered if the federal government money would similarly flow at that time. LeBreton returned to the cost-sharing policy and how the expenditures are audited before payment, but assured him that there was no cap on those payments. Mitchell then returned to the issue of climate science, and how budget demands might be better discussed now rather than in the future. LeBreton reiterated that now was not the time for a debate on climate science.

Senate QP: Official residences and the rules around them

Normally the Senate doesn’t sit on Fridays, and on days they do sit, things in the Chamber get underway in the afternoon. Today, however, things were different and not only was the Senate sitting, but early in the morning — though one has to say that the sunlight streaming through the stained glass windows added a particularly lovely glow to the Chamber and the proceedings. Senator Terry Mercer was up first, and wanted to carry on the discussion about John Baird’s stay at Macdonald House in London. Given the conflicting values of the House in media reports, Mercer asked for clarification as to its true value — $500 million, or $800 million. Senator Marjory LeBreton, the government leader and answerer of questions, took the question as notice so that she could get back to him. Mercer asked about the sale of our official residences in the capitals around the world, and if that would be diminishing our presence around the world. LeBreton thought the notion preposterous, and used the sale of the Dublin residence as an example, saying the property was too far removed from the centre of activity there. Mercer wondered what other residences or embassies were up for sale next — Washington DC, Paris? LeBreton laughed off those suggestions.

Senate QP: Baird’s vacation habits

After Senators’ Statements and Routine Proceedings, Senator Jane Cordy led-off Question Period with the question of John Baird’s stay with six friends in London. Senator Marjory LeBreton, the government leader in the Senate and answerer of questions, insisted that Baird saves taxpayer’s money, and that the government would soon be putting said official residence up for sale in order to save even more money. Cordy was not impressed with the response, and noted that the chief of staff of Minister Oliver was among the six friends vacationing. LeBreton responded that Baird stayed at the personal apartment of the High Commissioner, who pays for it himself. Cordy noted that it seems that Baird vacationed in the official residence of the New York consul general in 2011. LeBreton continued to insist that no taxpayer money was used. Cordy was not satisfied, and said that it was a question of whether or not it was appropriate, especially since he is the boss of the High Commissioner. When LeBreton still repeated her answer, Cordy asked if the stay was registered as a gift, considering that it was valued well over $500. LeBreton decided to take this as an excuse to take a swipe at the Liberals, dredging up the Sponsorship scandal.

Senate QP: The long farewell speech

Unlike in the Commons, the Senate does their statements first off, then proceeds to Routine Proceedings, before they move onto QP. The statements were paying tribute to Senator De Bané, Canada’s first Arab-Canadian MP and holder of five cabinet posts under the Trudeau government, who is due to retire from the Senate in August. After all of the tributes, and De Bané’s farewell speech that followed, it was a lengthy reflection of his career, the value of the Senate, and his proposal that the Senate create a non-partisan standing committee on culture.

QP: Yet more questions of Zajdel and other former staffers

As the sitting winds down, and the benches are restless, nobody was much expecting it to be a calm and civil QP. On top of that, Thomas Mulcair was off in Quebec City to showcase his regional caucus there, Stephen Harper was wrapping up the G8 summit, and Justin Trudeau was, well, elsewhere, it meant that Elizabeth May was the only leader in the House. Megan Leslie led off, asking if any member of the Prime Minister’s Office had been approached by the RCMP regarding the Wright investigation. James Moore, once again the designated back-up PM du jour, said no, and witness how they cooperate and not sit on evidence of corruption for 17 years. Leslie demanded proof that Wright’s cheque to Duffy was a personal one, to which Moore reminded her that he couldn’t access the personal cheques of Canadians. Leslie changed topics and asked if Moore had even met Saulie Zajdel before he hired him. Moore reminded her that Zajdel was a city councillor for 22 years and was a candidate, but it he had broken the law, the book should be thrown at him. Lysane Blanchette-Lamothe wondered who recommended Zajdel’s hiring — was it Senator Housakos or Dimitri Soudas? Moore sidestepped the question and returned to the admonition that if any lawbreaking was found, books would be thrown. When Blanchette-Lamothe brought up the former staffer who is now under investigation by the RCMP for the West Block contract, Moore said that an investigation already said there was no political interference in that cooperation. Dominic LeBlanc was up for the Liberals, and after another Zajdel question, asked what it was that the PM was asking of his chiefs of staff that landed them under RCMP investigation. Moore kept up his usual swipes about Trudeau’s speaking fees and Senators Pana Merchant and Mac Harb.

QP: What about Saulie Zajdel?

The final Monday of the spring sitting, and while there were a lot of empty spaces along the government front bench, the opposition benches were restless. Thomas Mulcair started off by bringing up last week’s Pamela Wallin interview, where she said that she briefed the Prime Minister’s office about her audit, contrary to Harper saying that he wasn’t briefed — never mind the fact that Wright and Harper are not the same person. James Moore, the designated back-up PM du jour, reminded him that there was an independent process underway. Mulcair then brought up the arrest of former Conservative candidate and “regional advisor” Saulie Zajdel, and he wondered what he was doing for Moore when he worked there. Moore said that the charges were of a municipal nature, and if he or the mayor were found guilty, they should be punished to the fullest extent of the law. When Megan Leslie brought up the very same topic, wondering why Zadjel left Moore’s employ, Moore hit back saying back by the justice system works best when people who know of wrongdoing come forward, as Mulcair should have done when he was offered a bribe seventeen years ago. For her final question, Leslie brought up Senator Wallin’s audit, to which Moore decided to go after Trudeau’s speaking engagements. Trudeau was up next, and brought up the cheque from Nigel Wright. Moore insisted that they didn’t have access to any personal cheques, but Trudeau got a cheque from the Canadian Mental Health Commission for a speaking engagement. Trudeau retorted that his party is raising the bar on transparency, before asking if any member of the government had met with Wright post-resignation. Moore kept swiping about Trudeau’s speaking engagements. When Trudeau pressed, Moore responded that no, he hadn’t met with Wright.

QP: Reese Witherspoon and PM Trudeau

After Thomas Mulcair’s Reese Witherspoon moment this morning, a few Conservative MPs had “Stop Mulcair” signs at their desks, no doubt intending to make a big joke of it despite the prohibition against props in the Chamber. And joke they did, all through Members’ Statements and QP. Mulcair did not turn up for QP, and left it up to David Christopherson to shout his script about the $90,000 cheque Nigel Wright wrote. James Moore ignored the question, and went on a diatribe about the NDP believing that they’re above the law, with running stop signs and his MPs not paying their taxes. As Christopherson carried on shouting through his script, Moore carried on going about how Mulcair didn’t have the temperament to lead the country. Megan Leslie was up next and asked the same questions in French, James Moore kept up with his same swipes against Mulcair. Justin Trudeau was up next, and kept up with the questions on the cheque from Wright. Moore started by saying that it was a personal cheque so they didn’t have access go it, before going on to give a swipe about Senator Mac Harb. When Trudeau asked which sections of the Criminal Code the RCMP were investigating Wright. Moore said that the RCMP conduct their own affairs, and returned to swipes against Harb.

QP: Angry Mulcair’s grand soliloquies

The benches nearly full after morning caucus meetings, QP started off with Thomas Mulcair asking about the PM’s indication from the UK that he has access to the $90,000 but was simply refusing to turn it over. James Moore, the designated back-up PM du jour, said that it wasn’t the case and that the PM simply indicated that there was an independent process underway. Mulcair asked the same again in English, returning to his old habit of grand soliloquies being read from his desk, while Conservative MPs made grizzly bear noises. For his final question, he asked about Van Loan’s chief of staff being part of the committee looking into replacing the Parliamentary Budget Officer. Van Loan insisted that this process was the same as the one that selected Kevin Page. Peggy Nash carried on the very same line of questioning, and Van Loan and Tony Clement gave the same answers in reply. Justin Trudeau was up next for the Liberals and asked a series of unanswered questions that still surrounded the Wright-Duffy affair. James Moore stood up and talked about passing S-2 on Aboriginal property rights and the great job numbers. When Trudeau pressed, Moore said that the questions had already been answered and took a number of gratuitous swipes instead.

QP: In which Trudeau apparently became the PM

With Harper in a plane over the Atlantic, there was little chance of there being any meaningful exchanges in QP again, and it didn’t disappoint. Thomas Mulcair asked first off who Nigel Wright had spoken to in the PMO regarding the Senate expenses issue. James Moore, the designated back-up PM du jour, said that Nigel Wright acted alone. When Mulcair try to ask about the PMO engaging in partisan activities, Pierre Poilievre stood up and said that the party paid for partisan activities. For his final question, Mulcair asked if the party fund would be audited to see if Wright paid for anything else, to which Poilievre said that it is audited every year by Elections Canada. Jean Crowder was up next to note that it was the fifth anniversary of the apology to Indian Residential School survivors, and decried the government’s lack of action on First Nations files. Bernard Valcourt turned around and blamed the NDP for standing in the way of their reforms. Justin Trudeau was up next for the Liberals, and wondered if they ever gave the reason why Nigel Wright gave the cheque to Senator Duffy. James Moore hit back with his swipes at Senators Harb and Merchant, though Trudeau did respond by saying of Harb “if he’s innocent he’s in, if he’s guilty he’s out.” Moore then accused him of changing his position on the floor of the House (which he didn’t), but when pressed on Wright, Moore took a swipe at Trudeau’s speaking gigs and accused him of using MP expenses for them.
