Roundup: The cynicism of Kellie Leitch

As it turns out, would-be Conservative leadership candidate Kellie Leitch has opted not to recant her survey question on “screening” immigrants and refugees for anti-Canadian values, and has doubled down on it by insisting that there is a conversation to be had, and suggested that there was merit to the “barbaric cultural practices” tip line, but that it had simply been communicated poorly. Thus far, only Michael Chong has bothered to respond and refute the narrative that Leitch is putting forward.

Objectively, Leitch’s concerns about keeping Canada safe are nonsense because all of our domestic terror incidents have been home-grown and self-radicalizing lone wolves. That she thinks there are unified “Canadian values” are also hugely problematic because there are plenty of Canadians who are intolerant of other religions and cultures (particularly of Muslims), sexual orientations (hell, two of her other putative leadership candidates are running on socially conservative platforms that are downright homophobic), violence and misogynistic behaviour is prevalent if not endemic in our own culture, and the embrace of personal and economic freedoms is a dubious metric, especially as her own government was perfectly willing to curtail personal freedoms in the name of national security. The myth of shared values is nothing new, however, but it is just that – a myth. Add to that the notion that these values are something that can be tested or screened. Is Leitch somehow proposing polygraphing all prospective immigrants or refugees on these issues? Or, as I was not even really joking yesterday, hiring a bunch of telepaths to find out if they’re hiding something. It’s not even that this is dog whistle politics, it’s that the country repudiated this kind of thinking in the last election in a pretty big way. Leitch trying to adopt the language of Donald Trump to try and bring together her party’s base is deeply cynical and Leitch should know better (presuming she has the EQ to realize it, which I suspect she doesn’t).

In other Conservative leadership news, anti-abortionists are ready to back Pierre Lemieux and Brad Trost, and probably Andrew Scheer if he winds up running again. Martin Patriquin in Maclean’s argued why these kinds of leadership candidates will continue to hurt the party’s brand.

Roundup: An imaginary crisis

The summer hearings of the electoral reform committee have ended, and now they move to cross-country hearings before they begin their deliberations. The optimistic among them think they can achieve consensus. The remarkably optimistic insist that it’s going to be some form of proportional representation. And the Conservatives say that any consensus would be contingent upon a referendum, while some Liberals say that if they can get consensus there would be no need for one. So, with any luck, that means it’ll all go down in flames. That said, there was still more eye-rolling testimony yesterday that should be commented upon.

There’s this existential drama going on where a Liberal MP on the committee noted that they’re not in a crisis situation, so is this the best time to have the debate, and Elizabeth May, true to form, prompts a witness to say that we should change the system now before there’s a crisis. But what crisis are we talking about?

This I can’t figure out. We’ve had 149 years post-Confederation of free and fair elections, and reasonably good governance, and do I keep needing to remind everyone that the system isn’t broken? Because it’s not. And people who tend to talk “crisis” have been the ones from whom that crisis is that the party they favour didn’t win. “Oh, but Stephen Harper!” the exclaim. To which I remind them that he wasn’t a Bond villain. Yes, he bent the rules of Parliament to their breaking point, but that had absolutely nothing to do with our electoral system and everything to do with all of the other tinkering that we’ve done to our system in the name of making things “more democratic,” like changing the way we select leaders. Harper had a “democratic mandate” from his party members, the cachet of having united the party, and an immense amount of goodwill among the party members for that. But he was also unchallenged by his own party members for his going too far and his excesses because the party members let him, in large part because of civic illiteracy on their part in not knowing they had agency enough to push back, and their accountability measures having been weakened by successive generations of ways in which people tinkered with the system. This whole electoral reform exercise is just tinkering with the system on a more massive scale, and I have zero confidence that things will end up better because (to quote Colby Cosh), it’s a contrived moral panic over a solution in search of a problem. There is no crisis. There will not be a crisis, and it will certainly not be over the perceived legitimacy of a so-called “false majority” (which doesn’t exist because it’s a sore loser term to try to make a Thing out of a logical fallacy). The crisis is one of civic literacy – not the electoral system. Attempts to cast it as such are disingenuous in the extreme.

Roundup: Fear change of government!

Another day, another round of completely objectionable things heard regarding electoral reform that need to be countered. Most egregious of all today was Elizabeth May’s musing about the nature of government under current and PR systems.

And then my head exploded.

It sounded for a moment there like May was advocating for a system of basically permanent governments that don’t change, and that basic accountability – i.e. “throwing the bums out” – was a bad thing. It boggles the mind that this would be considered a good thing. Is it a good thing that countries like Germany, Austria and Sweden have basically had one-party rule for decades, where coalition partners get shuffled and that’s that? That hardly sounds like a healthy democracy because longevity can certainly breed complacency and to a certain degree corruption. May also assumes that the “consensus building” of coalitions would somehow produce superior governance without looking at the effect it has on accountability (when everyone’s responsible, then no one’s responsible), or that the watered-down outcomes and lack of ability to govern effectively in many cases is really better than a system that allows for decisive action but also the ability to hold those who take action to account for those decisions. Seriously, though, this dislike of accountability mechanisms is very concerning. Also, this notion that the “right parties” will always be in power to get these mythical better outcomes.

And then there’s Andrew Coyne, who again cherry-picks his railing against the arguments to keep the status quo with regards to the arguments about stable governments (as though other PR countries operate on a system of responsible government), or that our current system has been riddled with regional parties that we warn about in PR countries (ignoring that regional parties don’t last long in our system precisely because they can’t get power), and buying into Ed Broadbent’s ridiculous revisionist mythologizing about the NEP.

I’ll end on one good note, which was Samara’s call for better civic education. That should be what the government spends its time, energy and resources on rather than this ridiculous quest for a new electoral system, but it’s a start that people are calling out for it.

Roundup: O’Toole a possibility

I’ve generally shied away from talking about these stories about perceived support for leadership candidates, particularly in the Conservative pool, but this one about the potential for Erin O’Toole stuck in my mind after I read it. I will fully admit that my initial reaction was “Erin O’Toole? Really? Why?” But it wouldn’t let go, and I thought about it more, and about O’Toole’s particular political trajectory. To a certain extent, he’s always been one who has been seen as a kind of saviour figure for the party – elected in a by-election to replace Bev Oda after she resigned in disgrace, O’Toole entered as someone who was going to start setting a new tone for the seat and the party. His credentials as a veteran and a lawyer were seen as impeccable and the kind of MP that the party not only wanted but needed as it had taken on the label of being a nasty party, and here was someone who was affable and a nice guy, and was a breath of fresh air for so many. When he made it into cabinet after some time as a parliamentary secretary, it was again in the role of someone who was there to fix things, this time taking over the Veterans Affairs portfolio after Julian Fantino had managed to earn the enmity of pretty much the entire veteran community across the country. (Then again, being a duotronic android will probably do that when you’re in a job that requires a great deal of empathy). O’Toole came in and immediately started to turn things around – well, as much as is possible in a department with a sclerotic culture (and I’ve heard things from some of the Liberals currently on that file about the way that the department runs and it’s a bit shocking).

So with this in mind, it’s actually not surprising that O’Toole would be considered a fairly reasonable choice for the Conservative leadership. He has some cred and some experience (but not so much that he’s carrying the legacy of the whole of the Harper years on his back), and his French is reputedly decent (but not bilingual, though he has some time yet to get it up there). And he’s avoided some of the missteps that dog certain other leadership candidates like Kellie Leitch, and his story is probably more compelling as a narrative than some of the others, nor is he a more marginal figure (like Michael Chong, who put himself on his party’s fringe by being reasonable more often than not). So it’s possible. We’ll have to see if he does throw his hat in the ring, and whether someone like Peter MacKay does throw his hat into the ring (though it’s starting to feel less likely the longer he waits, not to mention that I have a hard time understanding why he would be the frontrunner considering his own history). But if this is going to be a race without any big stars, then O’Toole may have a surprising resilience.

Roundup: A rapidly shrinking legacy

A little less than a year after the last election, Stephen Harper announced yesterday that he was finally resigning his seat as an MP, and will be off to face future challenges under the banner of his own private consultation firm, Harper and Associates. Apparently he is looking forward to “building something new” and will have an international focus in his new endeavours, which I find a bit curious considering that this was someone who had never even left the country until he became Leader of the Opposition, and whose foreign policy during his time in government was a tad, well, ham-fisted. Oh, and he’ll be joining a speaker’s bureau and tour the world to give speeches, which again is against the grain of his time in office when he was known for not only speaking as little as possible, but also of scrubbing any bits of humanity from his speeches in order to make them as dull and forgettable as possible with no hint of personality in them. We’ll see if he plans to continue this in his new life. Meanwhile, here are some reactions from some of his former cabinet ministers, other notable Canadians, and five ways that Harper changed politics in Canada. Susan Delacourt writes about Harper’s legacy of being a lone wolf and keeping everyone at a distance.

If we’re going to talk legacy, then his longevity is one of the biggest points, but we’ll see how lasting any of his accomplishments are. His ability to reunite the Conservative party, such as it was (because let’s face it, this was not the Progressive Conservative party of John A. Macdonald, John Diefenbaker, Joe Clark or Kim Campbell) was an accomplishment, but we’ll see if it holds under new leadership or if we have a new voting system. After all, a proportional representation system would see the parts of the conservative coalition break-off out of the big tent into smaller factions that would see advantage in gaining outsized power from a new system, and you can bet that the social conservative elements would not have the patience to stick with a party that has ignored them if they can gain seats and leverage in another way. The vast majority of his policy agenda is well on the way to being rolled back under the new government, with the exception of the fiscal stranglehold that Harper put on the nation’s finances with his decision to cut the GST by two points. That is the only real policy area that the new government has shown no appetite to roll back, but if deficits persist, then raising the GST may be something they would consider (though the fact that some of the provinces have moved into that tax room – which was Harper’s plan all along, in order to see the federal government retreat further from their affairs). He has a legacy of some Supreme Court of Canada judgments that have put a lot of roadblocks on attempts to change the constitution by backdoor or “unofficial” means, so take that for what you will. But his other plan of obliterating the Liberals and turning Canada into a two-party state of Conservatives versus NDP – as he so nearly succeeded in doing in 2011 – has unravelled spectacularly, and saw not only the resurgence of the Liberal party, but a deep wounding of the NDP in the process. So what does this all add up to? I guess we’ll have to wait to see the history books, but it is a legacy that seems to have a shrinking quality less than a year after his time in office ended.

Roundup: The price of everything and the value of nothing

We’re into that part of summer where the news is so thin that we’ve turned to cheap outrage to get to some headlines. Combing through expense reports, many a reporter is simply putting a big number up on a headline and clutching their pearls about it, never mind that there’s no context around those figures, and that in most cases they’re actually reasonable. And lo, we look small town cheap, like backwater rubes as we continue to insist that our politicians subsist on stale bread and shaving water lest they look like they’re too good for the rest of us.

What is possibly worse is the fact that there is constant apology rather than defending any of the spending. Was the cost of Jane Philpott’s car service unreasonable? That’s debatable, and I’m dubious that the fact that the owner of the service was a campaign volunteer will gain much traction with the Ethics Commissioner. Catherine McKenna at least defended the use of a photographer at COP21 (and no, it’s not the media’s job to take photos that the government can later use for their own promotional need), but instead of media questioning the return that they got for them (Jen Gerson noted on Power & Politics that the quality of the photos she’d seen were questionable and the photographer hired had credentials that may not have been suitable for the task), we just get performed outrage at the dollar value.

In this he’s exactly right – this is made worse by politicians essentially cannibalizing one another to score points rather than saying “Whoa there, let’s stop and think about this for a minute. Maybe these are reasonable expenses.” No. Instead it’s this game of tit-for-tat, Conservatives getting back at the Liberals for pointing out their own spending excesses when they were in government, and the NDP simply being sanctimonious and smug. The Globe and Mail’s editorial on the subject is right – we are spending too much time on the nickel-and-diming and the cheap theatre of performed outrage rather than on the actual scrutiny of government spending, and this may be related to the absolute dysfunction of the Estimates process in parliament (noting that parliamentarians themselves let it get this bad rather than push back on successive governments that caused this problem, and performing cheap outrage is easier). On the other hand, we’ve reached the point where we are living out that Oscar Wilde quote about a cynic being “A man who knows the price of everything and the value of nothing.” Reporters rushing to put up that headline number with no context attached have done the system a disservice. Insisting that everyone post receipts will only make things worse, and will only hasten the race to the bottom where MPs will be fighting for re-election on the backs of what brand of toilet paper they bought for the constituency office and whether it was on sale that week or not. We need to draw a line somewhere, before we both paralyze the discourse and make politics so unattractive to anyone who wants to serve the public that they won’t bother. We’re our own worst enemies, and we help nobody in feeding this populist noise.

Roundup: Referendum lies and demagoguery

So, the electoral reform committee was back again yesterday, and they heard from two academics – one was an avid proponent of proportional representation that Elizabeth May fangirled over so hard, while the other was a former Quebec MNA who spearheaded that province’s failed attempt at moving to a multi-member PR system. There wasn’t much takeaway from either, other than Arend Lijphart (the former of the two) was a big fan of multi-member ridings in Canada (because apparently the problem of enormous rural ridings escapes him), and the fact that he felt that we should avoid a referendum because like Brexit, it would fall victim to demagoguery and “outright lies.”

To which I immediately have to ask – whose lies? The proponents of the status quo, or those of the advocates of PR? Because having seen both in the state of the debate so far, they’re equally odious. How about the lies that majority governments formed under our system are “illegitimate?” Because Lijphart was peddling that one. Or the lies about “38 percent of the vote gets 100 percent of the power”? Because a) the popular vote figure doesn’t actually exist (it’s a logical fallacy based on a misreading of our elections as a single event when they’re 338 separate but simultaneous events), and b) even in proportional systems, parties don’t get a share of power equal to their share of the vote, particularly if they are not part of the governing coalition and even if they are, the “share” of power will not be equal to their vote share. How about the lies about how voter turnout will suddenly blossom under PR? Because research has demonstrated that the most increase we might see is maybe three percent (because declining turnout in Western democracies is a widespread problem that has nothing to do with the electoral systems but rather a great many other factors). How about the common lies of PR advocates that votes are “wasted” and that they don’t count if the person they voted for doesn’t win, and that they system is so unfair? Are those lies any better than the ones about how a PR system would turn us into Israel or Italy and we would have nothing but unstable governments, and the sun would become black as sackcloth of hair, and the moon become as blood? Or are the lies that PR advocates tell okay because they’re well intentioned and lies about a future full of rainbows, gumdrops and unicorns better than lies about doom and destruction? Is pro-PR demagoguery morally superior to the demagoguery of status-quo doomsayers? That’s what I’d like to know.

Roundup: The AG’s disastrous advice

The Senate’s internal economy committee is signalling that they are looking into setting up an independent audit committee, and my alarm bells are going off so hard right now because if they follow the path that the Auditor General wants them to go down, then they are risking serious damage to our entire parliamentary system. And no, I’m not even exaggerating a little bit. You see, Michael Ferguson wants to ensure that if there are any senators on this independent committee, that they are in the minority and not in a position to chair it, because that would mean they’re still writing their own rules. And the answer to that is of course they’re writing their own rules. They’re Parliament. Parliament is self-governing. In fact, it’s not only ignorant but dangerous to insist that we subject our parliamentarians to some kind of external authority because that blows parliamentary privilege out of the water. If you don’t think that Parliament should be self-governing, then let’s just hand power back to the Queen and say “thank you very much, your Majesty, but after 168 years, we’ve decided that Responsible Government just isn’t for us.” So no, let’s not do that, thanks. And it’s not to say that there shouldn’t be an audit committee, and Senator Elaine McCoy has suggested one patterned on the one used in the House of Lords, which would be five members – three senators, plus an auditor and someone like a retired judge to adjudicate disputes, but the Senate still maintains control because Parliament is self-governing. It allows outsiders into the process to ensure that there is greater independence and which the senators on the committee would ignore at their peril, but the Senate must still control the process. Anything less is an affront to our democracy and to Responsible Government, and I cannot stress this point enough. Ferguson is completely wrong on this one, and senators and the media need to wake up to this fact before we really do something to damage our parliamentary institutions irreparably (worse than we’re already doing).

Roundup: Case management conundrum

MPs complaining about the changes to the way that immigration files are handled returns to an old bugaboo of mine, and as it seems, Aaron Wherry’s as well. In other words, MPs shouldn’t be doing immigration casework, because it’s not what they’re there to do.

What I will add to this is that MPs’ jobs are not just as legislators, but rather, their primary function in a Westminster system is to hold the government to account – something that most MPs spend very little time doing these days. And the civil service has a lot to blame for this, don’t get me wrong, and everything I’ve heard has indicated that they are just as culpable by not even looking at some files until the MP’s office brings it up to them in cases, and that’s unacceptable. But we shouldn’t be making this situation worse by reinforcing the broken system that has MPs playing this role, because that’s a losing proposition. There needs to be political will to fix those problems, and if MPs would rather spend that will to reinforce the broken system (because they think it will win them local votes), then the cycle perpetuates. Enough has to be enough. Let’s draw the line.

Roundup: Begrudging a day off

There was a good piece in Policy Options yesterday from Jennifer Ditchburn which talked about the problem of “vacation shaming” politicians, in light of Justin Trudeau making his first public statements about the Aaron Driver case almost a week after it happened, as part of Trudeau’s Atlantic Canada tour. There is a problem with expecting the PM to be on call for cameras at a moment’s notice, as the Conservatives certainly seem to be demanding, decrying his absence when bad economic numbers came down a few weeks ago, or when the Driver incident happened. But relevant, competent ministers stood up when those things happened, and it’s not like the Prime Minister could have said or done anything that would have added to the situation other than to be the face of it, when he’s made it clear that his is a government by cabinet, and that means that the responsible ministers get to be the ones that get in front of the cameras when things in their bailiwick happen, and guess what – they did.

Ditchburn also makes the very apt points that for everyone who says that they want better work-life balance, especially for MPs, demanding that they be every present fro the media goes counter to that desire, particularly when we badmouth them for being open about taking a day or a week off. The wailing and gnashing of teeth over the day off he took during the visit to Japan was outsized and ridiculous, and we’re seeing much the same thing here, compounded with the beating of breasts over the international coverage that people catching a glimpse of said PM with his shirt off. It’s excessive and it’s only fouling the well. Politics is close to being a 24/7 job as it is, and that can be a problem for all sorts of reasons (high divorce rate among politicians being a chief one), and it becomes just one more outlet for cheap outrage when we demand that our politicians now must forgo vacations, as well as forgo the bulk of their salary, pensions and benefits, and expenditures, as so many clueless wannabe pundits will declare over social media. Let’s grow up about our expectations and not begrudge them a vacation or a day off. We’re better than that.
