Roundup: New NSICOP line-up, sans Conservatives

Because the issue of NSICOP/Winnipeg Lab documents refuses to die, yesterday’s iteration was that the prime minister announced the new composition of NSICOP, and it didn’t include any Conservatives, either MPs or senators, because they refused to put any names forward. Erin O’Toole then tweeted that this was because it was somehow hiding documents, which is a complete and utter falsehood.

To recap: those Winnipeg Lab documents were released in an unredacted form to NSICOP to review. The Conservatives withdrew from NSICOP because it didn’t suit their needs to actually review the documents—the whole point was the song and dance about a “cover-up.” If, during the years that NSICOP has been operating, any of its reports were unfairly redacted and information was being hidden from the public that its membership felt was important, they would have resigned in protest. That did not happen because it was working. And even if it were a full parliamentary committee, redactions still happen because it’s still national security.

O’Toole is acting in bad faith so that he can wink and nod to conspiracy theorists and put on a show that doesn’t reflect reality. He knows it, and he should be called out on it.

Roundup: Ignoring the broader privacy concerns

The House of Commons Access to Information, Privacy and Ethics committee met yesterday to discuss the Public Health Agency of Canada’s use of anonymised mobile phone data to assess the efficacy of public health orders. As expected, this was little more than a partisan dog and pony show wrapped up in a bow of concern trolling that ignored the actual privacy issues involved in favour of trying to score points. Which is pretty much how we knew this was going to go down.

There could be actual privacy issues that they could discuss, and summon witnesses from telecom companies that sell this data, or the health companies that use it and track it, but no, they’re going to bring in the minister and Chief Public Health Officer to grill them about the programme, because accountability. And yes, the minister would be accountable politically, but that solves none of the actual issues that might be at fault here, but hey, this is about putting on a show rather than doing something useful, so good job with that, guys.

Roundup: A late start isn’t an extra week off

I’m not sure whether it’s because it’s a very, very slow news season, or if the basic knowledge of how Parliament works is that lacking, but we got a lot of really bad headlines yesterday about how the Senate plans to take an “extra week off.” Which is not actually true, and distorts the situation. And in some cases, it’s being spun this way by certain media suspects completely out of bad faith, because anytime they can badmouth the Senate they’ll grab the opportunity and run.

To clarify: The Senate does not have a fixed sitting schedule the way the House of Commons does, and in no way are they bound to match the sitting schedule, because they do different work, and the timelines are different. The Senate frequently doesn’t convene at the same time as the House of Commons after the winter or summer break because they simply don’t have enough work on their Order Paper to justify it. They passed all of the bills that the Commons sent to them before they adjourned for the break, so coming back at the same time makes no sense—especially when they are competing for IT resources and interpreters with the Commons in the current hybrid context (which has, frankly, screwed the Senate over, but they’ve also allowed it to happen). More to the point, there are many years where the Senate will sit for weeks after the Commons rises for its break, and they will have break weeks out of sync with the Commons every now and again because their workloads are different. But this isn’t communicated effectively, either by the Senate itself, or by the media reporting on it—and it most especially isn’t communicated or even mentioned by the bad faith actors whose only agenda is to paint the Senate in a bad light. It’s disappointing, but not unexpected.

Roundup: The healthcare debate needs to include strings

Our healthcare system is the topic du jour across much of the media, with a lot of “told you so,” and handwringing about how provincial governments drove “efficiencies” over the past number of decades that left almost no surge capacity­—Ontario most especially—while not doing anything about its robustness. And through it all, there are a number of opportunists saying “See! We need more private options!” which in turn leads to accusations of “See! You want American-style healthcare!” and the argument goes binary and unhelpful. (And here is some perspective on the American system amid COVID, which had more capacity, but is similarly overburdened now and some hospitals are declaring bankruptcy because they have had to cancel elective surgeries).

What I find particularly curious, however, is that in none of the pieces I read over the weekend was it ever acknowledged that over the decade that the health transfer escalator was at six percent annually, that provincial health spending didn’t match that growth, and that the money was being spent elsewhere. Provincial governments should be held to account for the fact that they were given money to fix their healthcare systems, and they didn’t, which has led us to this situation, and while my reply column on Twitter likes to insist that this is just conservative governments, no, it was common to governments of all stripes for decades now. This is why we need all future federal transfer agreements to come with hard strings, and compliance measures to ensure that we actually use those federal dollars to fix the system, not paper over cracks while they use the money to lower taxes elsewhere.

Roundup: Rota says no problem here

CBC checked in with House of Commons Speaker Anthony Rota over the weekend, and well, it was about as trite and saccharine as one might expect from Rota, particularly given the current era of hybrid sittings. Everything’s under control. Situation normal. We’re all fine now here, thank you.

It’s not fine. They haven’t solved the problem where the interpreters are suffering extremely high rates of injuries (and I have spoken to one interpreter who says part of the problem is the House of Commons’ system itself, not just the Zoom platform), but they are extremely concerned about the possibility of permanent hearing loss from these injuries. I haven’t seen Rota or any of the House leaders aware or even speak to the problem. Meanwhile, Peter Julian thinks the solution is just to hire more interpreters—but there aren’t any more. This year’s class at the University of Ottawa will graduate four new interpreters, which isn’t even enough to replace those who are retiring. There is a looming crisis coming that will have a very detrimental effect on our Parliament, particularly if we want to continue operating in a bilingual capacity. Hybrid sittings are only making it worse because the existing interpreters are burning out at a rapid rate, they’re not adequately compensating the limited number of freelancers who are filling in, and if they decide that the possibility of permanent hearing loss from these injuries isn’t enough to bother continuing, well, Parliament is going to be screwed for a decade to come, because they were too self-absorbed to take the adequate precautions to meet in person, while patting themselves on the back for “setting a good example” of meeting remotely. Never mind the human cost of that “good example.”

I have said it before, and I will keep saying it—there is no moral justification for hybrid sittings given the human cost this is taking. And it would be great if the gods damned Speaker could actually speak up on behalf of the interpreters and make that case rather than simply grinning and gently chiding the MPs who keep making their lives difficult.

QP: Ignoring the threats of a trade war

In advance of the fall fiscal update, neither the PM nor the finance minister were absent, but so were all of the other leaders. Michell Rempel Garner led off for the Conservatives, and grumbled that the Americans want Saudi and Iranian oil over Canadian imports, for which Steven Guilbeault reminded her that the world of energy is changing, and that the future was in renewables, and that the record investments were happening in Alberta. Garner needled that she wanted Mary Ng to answer instead of a man to answer for her, for which Ng stood up and took exception to how the question was framed, before asserting that she always stands up for Canadian workers. Rempel Garner accused the government of being happy to offshore jobs to climate destroying countries, and this time François-Philippe Champagne stood up to praise their leadership in clean energy sectors. Gérard Deltell took over in French, and he worried about the American EV tax credit and stated that the government was doing nothing about it, to which Ng reminded him of their threat of retaliatory tariffs that they delivered to the US. Deltell again accused the government of doing nothing, and Ng listed how they have engaged with the US administration.

Alain Therrien rose for the Bloc, and complained that Trudeau was not currently interfering in the fight against Bill 21, and then demanded no interference in court challenges, for which David Lametti recited that nobody should lose their job for how they dress or their religion, and noted the were protests in Chelsea, Quebec, about the removal of a teacher. Therrien then railed that UN Ambassador Bob Rae said that Bill 21 defies the UN Declaration of Human Rights and wanted him recalled, for which Lametti simply asserted that they were monitoring the situation.

Jagmeet Singh suddenly appeared and complained about inflation and the GIS clawbacks, for which Kamal Khera read her talking points about supporting senior and working toward a solution on the clawbacks. Singh then to French to repeat the question, and this time Randy Boissonnault recited a litany of their support programmes.

QP: A scattershot of unfocused sound and fury

While both Justin Trudeau and Chrystia Freeland were in town and had press events earlier in the morning, neither were present for QP, but neither were any other leader. Candice Bergen led off, script on her mini-lectern, and she demanded a personal apology from Harjit Sajjan for not dealing with sexual misconduct in the Canadian Forces, and Anita Anand, fresh from giving the official apology, stated that said apology was one example of the steps they were taking to work toward a place where there was a safe workplace in the Forces. Bergen then pivoted to the planned CPP premium increase, declaring that it would kill small businesses. Randy Boissonnault shrugged that the Conservatives don’t like the CPP, and he praised it. Bergen accused the government of hating small businesses, and Boissonnault praised the strong economic recovery. Gérard Deltell took over in French to also worry about the CPP increases, and Boisonnault repeated praise for the CPP in French. Deltell specifically raised tourism and hospitality sectors, and demanded the government split Bill C-2 to immediately pass those supports, and Boissonault didn’t bite, and wanted support for the whole bill.

Alain Therrien led for the Bloc, and declared that Bill 21 was democratically passed, and declared that it doesn’t target anyone, to which David Lametti said that nobody should lose their job for wearing a hijab. Therrien demanded that the government declare it would not support court challenges, and Lametti said that there are currently court cases being fought in the province.

Peter Julian rose for the NDP, and in French, demanded an immediate solution to the clawbacks of GIS payments. Kamal Khera declared that they were working on it. Rachel Blaney took over in English to declare that seniors were homeless because of these clawbacks, and Khera read some good news talking points about supports for seniors before repeating that they were working on the clawback issue.

QP: Demanding the inflation target

With the prime minister virtually attending Biden’s “democracy summit,” and Chrystia Freeland absent, it was promising to be a rockier day in the Commons. Erin O’Toole led off, his script on his mini-lectern, and he brayed about inflation, housing prices, and coming interest rate hikes. Ahmed Hussen reminded him that they were the federal party that restored leadership to the housing file and he praised the National Housing Strategy. O’Toole raised the prospect of predicted food price hikes, and then pretended that Trudeau and Freeland were in the Chamber and not answer, and Randy Boissonnault, in his role as associate finance minster, reminded O’Toole about the Bank of Canada’s inflation target. O’Toole pretended that the prime minster ignored his responses about the Bank’s mandate and worried it would be changed, to which Boissonnault reminded him that the Bank is independent. O’Toole switched to French to misleadingly say that the Liberals planned to abandon the inflation targeting mandate, and Hussen repeated his first response, and called out the nonsense in the Conservatives’ supply day motion. O’Toole returned to braying about inflation in French, and Boissonnault repeated in French about the Bank’s mandate, before reciting some good news talking points.

Alain Therrien led for the Bloc, and he worried that the Auditor General showed that thirty percent of COVID tests were lost or mislabelled, for which Duclos said that he thanked the AG for her work, and said they would examine the results. Therrien worried about the stat that fourteen percent of those tested were never notified, but Duclos gave a bromide about working to prevent omicron.

Jagmeet Singh rose for the NDP, and after citing a report on growing inequality (I would be dubious of that given that the Canadian trajectory has not been the same as the US), and he demanded a tax on the super-wealthy, for which Boissonnault listed measures to help those in need. Singh repeated the question in French, and Boissonnault read measures in the Liberal platform about taxing banks and insurance companies.
