Roundup: Questions on a dubious nomination

For the second time in what could very well be the start of a series of media events that look suspiciously like campaign stops, prime minister Justin Trudeau was at a café and bistro in Chelsea, Quebec, near Ottawa, to tout the wage subsidy – a programme whose uptake has been hampered by the poor timing of its rollout by the government. He made a minor announcement about $15.8 million for youth green jobs in the natural resources sector, recounted his call with the premiers the night before during which his offer of $14 billion remained on the table for their safe reopening plans, and then capped it off with a plea for people to follow public health guidelines for Father’s Day.

It was during the Q&A that he expressed his “disappointment” with China over the decision to lay espionage charges against the Two Michaels being held as virtual hostages in retaliation for the arrest of Meng Wanzhou on an extradition warrant. Trudeau insisted that he continued to advocate for their release and that stuff was happening behind the scenes, but he didn’t elaborate further. He also was badgered repeatedly about the revelation that his former MP, Marwan Tabbara, was the subject of at least one sexual harassment investigation where claims were substantiated. Trudeau would only say that he was aware of the investigations and that they have a rigorous process in place where outside professionals are brought in to deal with situations when they arise, but that he couldn’t say anything more because said process was also deeply confidential by nature.

While everyone one social media spent the whole day going “I guess zero tolerance doesn’t mean zero tolerance,” ignoring the fact that it’s actually a poor idea to turf everyone at the first sign of trouble (seriously – this recent practice of kicking people out of caucus is inherently destructive and also prevents future use of social controls to keep these MPs and senators in line). I suspect that Trudeau realized that a performative “zero tolerance” policy was more trouble than it was worth and he ensured there was some nuance in how the policy was applied, and this was a case thereof, but now he also has to endure the taunts of “hypocrite!” as his explanations for the apparent change of position remain non-existent in the face of repeated questions. That said, the fact that it appears that Tabbara’s nomination took some six months to be decided upon by the green-light committee is pretty suspicious, and I would suspect they were weighing considerations, such as how much of a fundraiser he is for the party in addition to his being an incumbent. (Remember that protected nominations are antithetical to how our system is supposed to work, and that it’s proven that parties have been manipulating their nomination processes to the detriment of democracy). It would be great if Trudeau could be more frank or candid about things like Tabbara’s nomination and why he was green-lit again when the party clearly had no problem ousting other sitting MPs with little explanation (though in the case of Eva Nassif, it sounds like she was trying to meddle in other nominations for her own ends, if The Hill Times’ sources were to be believed). Then again, the party also somehow managed to be behind on getting all of their nominations in place in advance of the election when they had four gods damned years to do so, so I’m not sure what to suggest other than perhaps Trudeau’s decision to centralize yet more of his party’s power in his office as leader is going to come around bite him in the ass.

Roundup: Bullying through a motion on a false promise

Prime minister Justin Trudeau once again began his daily presser talking about the tragedy in Nova Scotia, and recounted some of his conversations with RCMP members and Senator Stan Kutcher (who not only represents the province but has a background in mental health). He then turned back to the global pandemic, noting that it has made inequalities more pronounced, and with charities spread thin trying to provide support, he announced that $350 million was being set aside as part of an emergency community support fund. He then announced that the Canada Emergency Wage Subsidy would be available as of Monday, and starting today, a calculator would be available on the CRA website for employers to calculate what they would be able to apply for. He also talked about the kinds of contributions that the innovation superclusters have been making to the current situation, for a bit of good news. During the Q&A, Trudeau had more information about the reports of the two planes that returned from China empty that he wasn’t able to answer during QP on Monday, this time noting that because of the severe restrictions in China as for how long they were able to remain on the ground, while supply lines to the airports have been frustrated with checkpoints and delays, it forced them to take off empty for the time being. Trudeau also said that the promised gun control bill was nearly ready to be tabled before Parliament was suspended for the pandemic, but wouldn’t promise that it would be tabled before regular sittings resumed. As well, regarding that meat plant shut down because of an outbreak, Trudeau said they were trying to ensure domestic supply though it could affect prices.

Meanwhile, the Procedure and House Affairs committee was meeting (remotely), and we found out that the Clerk of the House of Commons says that there’s no way they’ll be able to facilitate any kind of “remote” sittings until mid-May at the earliest, and that he told the Government House Leader this before the government bullied through their motion on Monday about one in-person sitting a week and two-virtual ones. In other words, they knew that the virtual ones couldn’t happen, but they acted as though they were, so they can say “Oh dear, looks like we can’t hold those sessions,” and stick to the one in-person sitting per week at a giant waste of resources to keep flying MPs in and out for a single day, rather than at least having the three in-person sittings per week which was perfectly reasonable. And no, this isn’t saving any of the staff exposure, because they would need to be in the West Block whether the MPs were there in person or “virtually” (which will include some MPs in the Chamber). Add to that, they only have the capacity to run at maximum ten “virtual” committee meetings between the Commons and Senate in a week, as the government also likes to pretend that they’ve been trying to ensure that as much of Parliament is functional under the circumstances. That’s not true, and even their planned “accountability sessions” for the next month are not actual sittings, but “special committee” sessions, even though some MPs have tried to paint them otherwise. It’s been one big exercise in preening that only makes the Conservatives look like they were right.

Just a quick note to add that yesterday was the Queen’s birthday in her natural capacity. The Queen of Canada’s official birthday isn’t until Victoria Day, for the record. But the Queen and Prince Charles did send condolences to Canada for the tragic deaths in Nova Scotia.

Roundup: Back-end accountability and second guessing

Even though Good Friday is normally a day where the whole of Ontario shuts down as owing to its strong Protestant roots, prime minister Justin Trudeau nevertheless carried on with his daily presser, talking about how the CERB and the Canada Emergency Business Accounts were now online, and that the wage subsidy was on the way. He also said that his Saturday address would be in the House of Commons instead of at Rideau Cottage, and then he would be spending Sunday and Monday with family, so there will be a brief respite from daily pressers (which have been solid for nearly a month now). He also spoke about his teleconference with the premiers, and upon questions about it, stated that no, they were not looking to invoke the Emergencies Act, and it was the very last thing they wanted to do (so maybe stop asking about it). During the Q&A, he was asked about the G20 energy ministers’ meeting and noted that there had been a decision around production cuts, and with regards to the next Bank of Canada governor, the process was ongoing and they had made no decision on next steps.

During the ministerial briefing shortly thereafter, employment minister Carla Qualtrough said that CRA would deal with the issue from there end where some people got double payments (apparently because they may have applied twice out of confusion) rather than relying on people to call in, and that the accountability measures in this programme were built in on the back-end, in order to speed through the processing of these benefits to those who need them. As well, Indigenous Services minister Marc Miller said that the additional funds to Indigenous communities for the pandemic were flowing, and that they will work together with individual communities and First Nations about what they need.

I’m also concerned with the burgeoning proliferation of stories questioning how quickly the government moved early on – particularly around things like travel bans and quarantine measures. One of there reasons, illustrated by the video here, is that this novel virus has proven to work faster and much deadlier than other epidemics we’ve seen in our lifetime. We’re still in the early phases of this pandemic, so it may be a bit early to second-guess things, given that we were following best practices, and travel bans are generally ineffective because people skirt them and don’t report when they are symptomatic because they don’t want to get in trouble for skirting the ban. This pandemic is unlike any we’ve had before, so it’s hard to start demanding why we weren’t better prepared, given that we were prepared for what we were used to expecting, and that should be something we should keep in mind.

Roundup: Dire stats as Parliament is recalled

It was a very busy morning – first, Statistics Canada released the March job figures, which were dismal – 1.01 million jobs lost, massive reductions in hours worked, but also (which everyone didn’t really report) that most of these jobs will likely come back once the pandemic measures are over with, which is significant. Following that, the federal Chief Public Health Officer, Dr. Theresa Tam, released some of the federal modelling on the course of the pandemic, which put everyone into a hot and bothered state.

When prime minister Justin Trudeau held his daily presser, he largely played the role of empathiser in chief – yes, these are all grim numbers, but we’ll get through them together. More to the point, we could be in this until summer, so it’s time to get used to our new normal, particularly if there are subsequent waves that follow this one (though those ones would likely not be as severe and wouldn’t require the same measures like the current lockdown – hopefully). He did also say that he respected parliament but then started making excuses for why he wanted a virtual one, and nope. Not going to fly, sorry.

It was announced later in the day that Parliament will be back on Saturday – 12:15 for the Commons, 4 for the Senate, which likely means Royal Assent by the time the day is over. That means that we’ll have yet more emergency legislation that gets maybe three hours of “debate” in the House of Commons, and that once again all of the negotiations have been done behind closed doors, and there will be no public record about what kind of amendments were requested and agreed to, which serves no one’s interests, particularly those of Canadians.

Roundup: More flexibility, no candour

For his daily presser, prime minister Justin Trudeau announced that they were making their wage subsidy more flexible so that more employers can benefit, and that they were making changes to the Canada Summer Jobs Programme so that they will extend the work period to the end of February 2021 and subsidise the full wage. He also said that he was going to be attending Cabinet in person, his period of self-isolation now over, but that he would still continue to work from home most of the time. During the Q&A portion, the question came up for him a couple of times, and again during the ministerial presser, about why the government didn’t go with the “send cheques to everyone” model, and both Trudeau and Jean-Yves Duclos gave lousy responses. Trudeau said that they looked at different designs, and figured that the CERB was the best way to reach the largest number of affected workers, while the wage subsidy would keep people connected to their jobs, and with those in place, they could look at filling the gaps that people still fell through. Duclos acknowledged “holes” in the social security system that they were working to address and hoped that they would have a better understanding of those coming out of the crisis.

The problem with these responses is that they aren’t what is needed. They’re talking points that stick to happy and good news elements but they don’t offer the kind of candour that is needed around capacity issues and the fact that there is no magic database that has everyone’s SIN and address. You literally cannot just send money to everyone, and cutting cheques to the whole country would literally take months. (More from professor Jennifer Robson on those challenges here). And this lack of candour is a problem – a big problem that they keep shooting themselves in the foot over, and why I wrote my column on this over the weekend. But this government’s penchant for self-inflicted wounds is something to behold, because they are completely incapable of communicating their way out of a wet paper bag.

Meanwhile, it sounds like the hold-up for the recall of Parliament to pass the wage subsidy legislation is that the Liberals want it to be done “virtually” (even though the Speaker says it could be weeks before that could even be feasible – though I would argue it’s not constitutional) while the Conservatives want the House to come back for regular sittings in a reduced capacity (which is what I’ve been arguing for weeks). Parliament is an essential service. The Liberals are being unreasonable on this one.

Roundup: Supplies, spin, and rent

Prime minister Justin Trudeau’s daily presser was on the theme of medical supplies – signing agreements with three major medical suppliers in the country, MOUs signed with five other companies, and some 3000 other companies who have volunteered to help the government with those supplies in whatever way they can. Trudeau also noted that they have allocated an additional $2 billion for new personal protective equipment, largely by way of bulk-purchasing, and that more supplies would be arriving within days. As well, the government is tasking its next-generation manufacturing supercluster with scaling-up these kinds of producers to meet the domestic and global demand. Why this became a somewhat fraught issue is because there are places in the country where PPEs are being rationed, and Quebec stating that they were days away from running out – though Trudeau said that in some cases, it may be the medical providers who were rationing because they were trying to preserve supplies for an anticipated surge of cases.

Meanwhile, the National Post hears from a bunch of government insiders who claim that the attempt to get the power of taxation without parliamentary approval was about trying to hold leverage of the big banks who have been reluctant to loosen lending requirements, which is an explanation that makes absolutely no sense, and makes me again repeat that there appears to be a cadre of jackasses in Morneau’s office who have been responsible for many of this government’s missteps and woes, and we shouldn’t trust them.

And while I’m on the subject of jackasses, I spent much of yesterday on the Twitter Machine trying to remind people that rent is provincial jurisdiction, so constantly hounding the federal government is a waste of time. This was met with numerous people who insisted that the federal government could invoke the Emergencies Act to claim that power. The mind boggles. Why in the hell would the federal government invoke the tool of last resort to intrude into landlord/tenant legislation when the provinces are perfectly capable of doing so on their own. It makes zero sense. Add to that the people crying out that the federal government should immediately give money to renters, as though there were a mechanism to do so. It’s taking the CRA three weeks to retool their systems to deliver the CERB, which is a pretty breakneck speed to ensure that the system can do what’s being asked of it and hopefully not fail doing it (because their computers are not magic, and you can’t just type “give everyone $2000” and expect it to happen. It’s impossible). And no, there is no analogous funding arrangement to healthcare or post-secondary, as others were trying to claim – those are funding envelopes to provincial governments that come with agreements. They don’t go to individuals, and they are not spending in provincial jurisdiction over the objection of any province. The number of people who seem to think otherwise is astounding.

Roundup: Airports and capacity issues

As the country heads further toward some kind of state of lockdown – school closure announcements went out in Alberta (but not Saskatchewan) – there is a great deal of garment-rending over what is happening at airports in particular, especially since it appears that there were only a handful of CBSA officers staffing the Toronto airport on Saturday night for hundreds of arrivals. There isn’t a lot of visible screening at airports because that’s proven to be largely ineffective (and most places are screening people before they get on planes), and the bigger message is communication around self-isolation, and some of that may depend on where travellers are coming from – it’s being stated that people arriving from countries with few infections aren’t being given as strenuous of warnings. There are complaints that this wasn’t being effectively communicated by CBSA officials over the weekend, or that some of their pamphlets contained dated information, which is possible, especially given that more measures were announced late Friday afternoon, and weekend capacity for many of these agencies is reduced. (Also it’s been recorded that one CBSA officer from the Toronto airport has been diagnosed with COVID-19, and I’m sure this will be the first of many). A lot of this should be about local public health officials’ communications efforts, rather than expecting CBSA to simply do it all, but I’m not sure that everyone who is freaking out online about this is necessarily understanding areas of jurisdiction and responsibility.

Justin Trudeau is set to announce further measures this afternoon following a Cabinet meeting on Sunday evening, which unfortunately saw a group of Cabinet ministers leaving the meeting being fairly inept at communicating that decisions were taken and that they need time to prepare their implementation (as self-righteous journalists and pundits melted down over Twitter). Apparently nobody understands that these is such a thing as capacity issues and that not everything can happen immediately, even in an extraordinary crisis situation as we appear to find ourselves in.

QP: A day late to the concerns of the nation

After news that the prime minister was in self-isolation after his wife was sick, and Jagmeet Singh also stated that he was self-isolating after feeling “unwell,” the business of parliament carried on. Andrew Scheer led off, mini-lectern on desk, and he gave his best wishes to the PM — for which he got applause — and then demanded more “decisive action” and claimed that passengers arriving from Italy were not screened, ignoring the pertinent information that everyone was screened before they were allowed to board. Chrystia Freeland addressed all Canadians to trust in the advice of medical experts, that things will get worse for it gets better, and that we are well prepared. Scheer raised potential shortages around equipment like ventilators, to which Freeland stated that the federal government was leading a bulk national procurement effort and they were working together with provinces and territories. Scheer lamented the lack of mandatory screening, quarantines or travel restrictions and demanded the evidence for those decisions. Freeland gave a bromide about our public health system, and assured him that enhanced measures were in place, and that they were following the advice of science. Alain Rayes demanded a plan to prevent large public gatherings, and Freeland repeated her first assurance for all Canadians in French. Rayes then demanded more “concrete measures” for workers who lose their jobs as a result of the outbreak, and Freeland read the changes to EI and promise for new measures as necessary. Christine Normandin led off for the Bloc, and after wishing the PM well, she demanded more resources for border screenings, for which Freeland addressed the PM’s situation, that he wasn’t sick but waiting for his wife’s results. Normandin again demanded “real” screening measures, and Freeland again read that they were following all public health advice. Peter Julian led off for the NDP, and again demanded that every worker who has to self-quarantine gets financial resort, to which Freeland reiterated the $1 billion COVID-19 package and that they were rolling out new measures. Rachel Blaney repeated the question with added condescension, to which Freeland calmly repeated the same response.

QP: Amateur hour conspiracies in the face of a pandemic

Wednesday, caucus day, and while all of the leaders were present, the benches were not nearly as full as they usually are on caucus day. Andrew Scheer led off, mini-lectern on desk, and he immediately blamed Justin Trudeau for the weak economic growth figure, listing a bunch of disingenuous items that counted as “proof.” Trudeau stood up to talk about investing in Canadians, lifting a million people out of poverty while having the strongest balance sheet in the G7. Scheer listed a bunch of things that the government spent on what were framed in a disingenuous way, to which Trudeau reiterated his previous points. Scheer listed yet more false points about Harper’s record versus this one, before demanding tax cuts and the elimination of “red tape,” and Trudeau got a bit indignant in defending the Canada Child Benefit while calling out Scheer for petty politics. Scheer raised the Berskshire Hathaway pullout from the Quebec LNG plan, to which Trudeau reminded him that the very same company just invested in a wind farm in Alberta. Scheer changed to French to then accuse him of striking a secret deal with the Bloc go keep them from re-opening the Double Hyphen Affair in committee, to which Trudeau stated that he defended jobs while standing up for the legal system. Yves-François Blanchet stood up for the Bloc, and stated that they blocked the committee study to prevent another round of people screaming that all Quebeckers were corrupt, before he switched to COVID-19 measures, to which Trudeau reminded him that they have been taking all measures that their scientific advisors stated. Blanchet demanded more border restrictions, daily press briefings and more purchasing power for seniors, and Trudeau reiterated his reassurances. Jagmeet Singh was up next for the NDP, worrying about workers who can’t access EI, and Trudeau assured him that they are working on additional measures. Singh repeated the demand, and Trudeau reiterated that they would be there for all Canadians.

Roundup: Self-isolating MPs

Yesterday evening, Seamus O’Regan tweeted that after a persistent head cold, he went to his doctor and was self-isolating until he got the results of the COVID-19 test that he got. Around the same time, former Conservative Cabinet minister (and sexting blackmail victim) Tony Clement was on Power & Politics saying that it may be time to think about taking Parliament “digital,” and holding debates and votes remotely for the duration. Yeah, that’s a big nope.

I get that being a politician is a tactile business, and there are concerns that the House of Commons is essentially one big cruise ship, however Parliament needs to happen face-to-face. It’s inconceivable that it could be done remotely because so many of the needed conversations happen off-camera and on the sidelines. That can’t be replicated by everyone working remotely. Should they take additional precautions? Sure – additional hand-washing, practicing social distancing when they take meetings, and so on, but that’s not exactly a big hardship. And it’s not like there aren’t a number of constituency weeks coming up for MPs to hunker down if they need to, and even though it may be a hung parliament, there are more than enough provisions for members from different parties to “pair” absences so that there are no accidental losses of confidence in the meantime (because as much as the Conservatives claim they want an early election, this is largely bravado as their party organization is in chaos and they are in no shape for it, not to mention that neither the Bloc nor the NDP want one either, and they have the votes that count).

The bigger danger, however is contagion – not of the virus, but of the notion that MPs can “work remotely,” which many have been pushing for in the ongoing effort to make Parliament more “family friendly.” But that way lies madness – MPs won’t bother to leave their constituencies, believing they can do more good there (even though constituency work is actually not part of their job description), and without those sideline conversations, it will polarize the environment even more than it already is. Recall how collegiality was shattered after evening sittings were ended and MPs no longer ate dinner together – this would make it that much worse, if they no longer have to look one another in the eye or cross paths. This nonsense needs to be quashed here and now. You can’t Skype Parliament.
