QP: The Giorno angle

With all of the leaders in the Commons today, the hope was that the show would be a little less awful than it was yesterday. On the whole, it was. Rona Ambrose led off, mini-lectern on desk, reading a plea that the government approve the Pacific Northwest LNG project, and Justin Trudeau dissembles about the choice between the environment and the economy. Ambrose lamented that too many pipeline projects were languishing and getting people back to work. Trudeau reminded her that their pipeline plans didn’t work because they didn’t get community buy-in, added that the Conservative voted against middle-class tax cuts. Ambrose changed topics, concerned about discussions with China that included cyber-security regardless of how many times Chinese hackers attacked Canadian targets. Trudeau stated that previous discussions were always ad hoc, while these new high-level discussions provided a more permanent framework. Ambrose expressed confusion about any extradition talks with China, and Trudeau returned to the same response about high-level dialogue. Ambrose asked again in French, and got the same answer. Thomas Mulcair was up next, asking if the Great Bear rainforest was no place for a crude oil pipeline, but wondered if it would also be one for natural gas. Trudeau didn’t give a clear response, mentioning analyzing various projects. Mulcair then lamented the adoption of Harper-era healthcare “cuts” (note: it’s not a cut, because the funds are still increasing), but Trudeau shrugged it off with talk of consultation with the provinces. Mulcair went another round in French, got the same answer, and then Mulcair moved onto labour rights and demanded that the government support their anti-scab bill. Trudeau spoke about the need for a better collaborative approach.

Roundup: Party fault lines

With social conservatives trying to stake out turf, along with Kellie Leitch’s “Canadian values” testing, Michael Chong’s Red Toryism and Maxime Bernier’s Freedom!-crying Libertarian-ish-ism, the question has been posed as to whether the Conservative leadership is opening up old schisms in the party. And the answer I would surmise is that probably, and it’s almost inevitable that it would. The party is a fairly big tent with some big divisions that got patched over by Stephen Harper in his quest to take down the Liberal party, and at the time, he was able to get enough disaffected factions together to do just that and keep them together while they achieved power, because power is its own reward. But now that they’re no longer in power, with Harper no longer at the helm, and the conditions that predicated his leadership have moved on, it’s not surprising in the slightest that these factions are now getting restive and trying to find different leadership camps to rally around. It’s not uncommon, and I have to wonder if there is anyone with enough personality and charisma to keep the factions together, given that there seems to be little appetite for another Harper (not that one could really be found among the current crop of leadership candidates). One could add that it should be a warning to Jason Kenney that the same conditions that allowed for the Conservative unification federally may not exist in Alberta given the history and challenges of the separate parties there. I would also note that given the diversity of views to be found in that big tent, this is likely not a discussion that we would be having if Canada were to adopt a Proportional Representation voting system. There, each faction would be more likely to splinter off into its own party in the hopes of forming an external coalition with more leverage for trying to achieve their goals rather than the internal coalitions that exist in big-tent brokerage parties currently, which moderate the excesses of the various factions in the hopes of achieving government. It’s one of those reasons why we need to be sceptical of those poll analyses that would show how the election might have gone under another system, given that it’s not likely that our parties would continue to exist in the same way under a different system.

Meanwhile, in case it was keeping you up at night, Kevin O’Leary continues to say he’s waiting to see who else is running before he announces if he’ll make a leadership bid of his own.

Roundup: Approval voting and numbers with meaning

While everyone has been enthralled with the electoral reform debate (no, not really), and been gripped with substance over process (no, not really), there was an op-ed in the Citizen last week that I never really had a chance to talk about amidst a number of other things going on, so I thought I’d take a moment now to address it. The issue: the electoral system known as “approval voting.”

So what is it? Basically you take the same ballot you have now, and you mark it for as many people as you want to. Supposedly this discourages strategic voting because you can vote more than once and can vote for both the person your heart wants to vote for, as well as the one you hope to defeat the person in there now. And okay, sure, it’s simple, and sure, it gives you that emotional thrill about being able to vote for more than one person (which I don’t think is that big of a concern for most people, but maybe I’m wrong), and if you do something silly like vote for everyone on the ballot (because they’re all winners for participating?), then it basically cancels out the vote and doesn’t come out any worse off. But I keep going back to the basic question: what problem is this trying to solve?

If that problem is the emotional dissatisfaction with electoral outcomes, then I’m not sure that this is the problem that we should be addressing, and I also have to wonder about the unintended consequences of picking such a system. And what could those be? Really, the quality of the data that an election produces, and what that data tells us about the election. Because believe it or not, that actually matters. What percentage a candidate received matters a lot. It gauges support, it sends a message about how solid or tenuous their support is, and about how much support their rivals have, which could mean clues for them as to how to better organise in the following election, and who to target. If the number of votes cast is divorced from the number of electors, what kind of message are we able to send? That would seem to be a pretty important consideration to me, and to a lot of people running, I would imagine.

I also have an issue with how this portrays what a vote means. In our system currently – and yes, this electoral system purports to keep the system otherwise intact, along the lines of “one simple trick to make the system more emotionally satisfying!” – when you cast a ballot it is to decide who will sit in the seat that represents your geographic area. And this is where a lot of electoral reform nonsense falls apart – it becomes about feelings rather than the fact that there is one seat and you have to help decide who fills it. How casting votes for multiple people to fill that one seat seems to defeat the purpose in many ways, and admission that it’s too difficult to make a decision so let’s cop out and muddle it so that I don’t feel so bad when I do it. But democracy is about making choices, and we should make it clear that it’s what it is, and just what that choice is (i.e.: Who is filling this one seat, rather than who is going to form a government, because that is decided once a parliament has been assembled). We’re not making that clear, and we’re constantly talking in terms of horse race numbers and leadership politics, and not about the actual choice that faces people, and I think this is something we should be paying more attention to, and being more vocal and precise about, so that we don’t wind up with yet more pie-eyed schemes that are designed to make us feel better while not actually doing what we’re supposed to. And this isn’t something that I’m seeing in the discussions on electoral reform – just a lot of pouting about “fairness” based on made-up numbers that don’t actually mean anything, and approval voting would make the numbers that do mean something, mean even less.

Roundup: Bills left unpassed

While the House of Commons may have risen for the summer on Friday, they did so with an unusual number of bills waiting to pass third reading, not to mention the fact that Bill C-7 on RCMP unionization is heading back to them after the Senate amends it (and those amendments have passed at the committee stage and are awaiting third reading vote). What is most unusual to me is the fact that C-7 was another bill that was in response to a Supreme Court decision that also was granted an extension, and still managed to miss its deadline and remains un-passed. Now, the government is prepared to allow it go un-passed through the summer, despite the fact that while it was under consideration on the Commons side, they insisted they couldn’t make substantive amendments to the bill because of the deadline. That deadline has passed, and they are willing to now let it go through the summer, the sense of urgency suddenly evaporated? How? It makes no sense. And looking at the other bills that they haven’t passed yet, there are two that are both awaiting Third Reading and could have passed if they’d sat for an extra couple of days: C-2 on their vaunted income tax changes, and C-4 on undoing the Conservatives’ changes to labour rights. Why they’re letting these languish through the summer – particularly C-4, which keeps some pretty onerous regulations for labour unions on the books – is frankly mystifying.

I will say that the mood in the Commons was strangely exhausted by the time Friday rolled around, when they hadn’t even been doing late-night sittings up to this point in order to get things passed an off to the Senate (often with the expectation to get those bills passed as well before rising themselves). In fact, normally by this time, MPs are outright feral, and the tone in the Commons could generally be compared to jeering, hooting baboons. Mind you, we had The Elbowing and that associated drama a few weeks ago, and as someone remarked to me the other day (and if I could remember who you were when I had this conversation, I would credit you), they basically peaked too soon this year. And that very well could be. It still makes no sense that they would leave these two bills on the Order Paper waiting for final debate, or not waiting for C-7 to come back from the Senate. But then again, there have been a lot of questionable choices made this spring, so perhaps we should chalk it up to more of that.

QP: Politicizing genocide

The benches were nearly full, and all of the leaders were present for today’s exercise in accountability. Rona Ambrose, mini-lectern on neighbouring desk, led off by demanding that the government was “shameful” in not declaring ISIS to be a genocide. Justin Trudeau strongly condemned the actions of ISIS, praised our efforts, and noted that they asked the international authorities to weigh on rather than politicians. Ambrose pressed, Trudeau reiterated that they wouldn’t trivialise the word “genocide” by using it inappropriately. Ambrose tried again in French, and Trudeau repeated his point about not making petty points with this determination. Ambrose moved to the plight of Yazidi girls and asking for them to be brought to Canada. Trudeau noted that they use the UN determination of most needy. Ambrose insisted that they weren’t refugees but displaced people, and the Conservatives hollered as Trudeau noted that the previous government diminished the capacity to bring people to Canada. Thomas Mulcair was up next, and lamented the court battle from a veterans group, and Trudeau insisted that they were making changes to help veterans. After another round in French, Mulcair moved onto marijuana decriminalisation, and Trudeau reminded him that decriminalisation won’t stop street gangs. Mulcair repeated the question in English, and got the same answer.

Roundup: The problem with sponsoring bills

News that the “Government Representative” in the Senate, Senator Peter Harder, has been asking unaligned senators to sponsor government bills as they arrive from the Commons has me feeling a bit uneasy, and I’m trying to figure out why. This meant a trip through the Senate Procedure in Practice, and I find my concerns only slightly mollified. I will admit that the government’s plan to move a government bill in the Senate – Bill S-2, which deals with motor vehicle recalls – also has me uneasy because while it is being sponsored under Harder’s name, the fact that Harder is not a cabinet minister remains a troubling procedural issue. Government bills should be introduced by cabinet ministers, whether that minister is the Leader of the Government in the Senate or another minister in the Senate (which happens on occasion), and Harder, while sworn into the Privy Council, is not a minister. That the Conservatives did this with Claude Carignan was not a particularly good precedent to create or follow, since Carignan was essentially a minister without being in cabinet for the only reason that Stephen Harper was having a fit of pique over the ClusterDuff Affair, Carignan also having been sworn into Privy Council and being given access to PCO resources to do his job. But while Carignan was at least a part of the government’s caucus, Peter Harder explicitly is not, which is why this decision to have him sponsor government legislation is troubling. I remain of the view that as much as Harder is trying to present himself as non-partisan and independent, you cannot be independent while also representing the government because it is an inherent conflict of interest. That he is being asked to perform the functions of a cabinet minister while still proclaiming himself to be independent is risible. It is a problem that Justin Trudeau’s particular…naivety around his Senate reform project cannot simply gloss over without eroding the fundamental tenets of our Westminster system. That he wants a more independent Senate is not a bad thing, and the appointment of a critical mass of unaligned senators is a laudable goal, but you cannot expect someone who is not a minister to do the functions of a minister and still call themselves independent. As for Harder asking unaligned senators to sponsor bills, it’s not quite as outré as having Harder sponsor government bills that are initiated in the Senate, but I am still uncomfortable as this is typically something done by a member of the government’s party, given that the sponsor’s job is to defend the bill and advocate for its passage. While I don’t buy that every new appointed unaligned senator is really a crypto-Liberal, as many a Conservative senators would have you believe, the fact that Harder is the one doing the asking is still uncomfortable. It would perhaps be better if he were to call for volunteers to sponsor bills on their way from the Commons and then perform a coordinating role rather than an assigning one, if only for the sake of optics. Harder calling up unaligned senators and asking them to act as sponsors looks too much like he is playing caucus management, and if he continues to insist that it’s not the way that the chamber is operating, then perhaps he needs to be more conscious of the optics of the way he is operating.

QP: California meetings

Tuesday, and only two of the three main leaders were all in attendance, possibly for the only time this week. Rona Ambrose led off, mini-lectern on neighbouring desk, and raised the subject of that Torys fundraiser that Jody Wilson-Raybould attended. Justin Trudeau noted that the rules were followed, the Conservatives were convicted of election fraud, and Conservatives had been convicted of election fraud. Ambrose said that when their government had a similar issue “from a mistake” that they paid it back — not actually true, as Shelly Glover attended a fundraiser with people who were looking to her for grants, and thus was not a similar situation. Trudeau noted that they only paid the money back when they got their hands caught in the cookie jar. Ambrose gave it one last shot but got the same response. Denis Lebel took over, and railed about the figures in the budget, and raised quotes from the parliamentary budget officer. Trudeau insisted that no, his government was being open and transparent. Lebel then raised the old bill C-377 and now it was all about union transparency. Trudeau reminded him that it was actually about using transparency against their rivals, which was not what his government was about. Leading for the NDP, Hélène Laverdière asked about the signing of the Saudi LAV export permits, and Trudeau said that he would not renege on a deal and he had confidence in Dion. Laverdière demanded the contract be made public, but got the same answer. Nathan Cullen then decried the lack of new GHG targets, for which Trudeau reminded him that they are working with the provinces. Cullen asked again in English, and got the same response.

QP: Sad to see them go

On a snowy day in Ottawa, the parties were riled up after their caucus meetings, and ready to go for QP. Rona Ambrose led off, this time putting her mini-lectern on Andrew Scheer’s desk in order to get a different camera angle, and she wondered if the government was making up their deficit plans and they go along. Justin Trudeau chided the Conservatives for their decade of low growth, and noted their commitment to growth. Ambrose asked the same question in French, and Trudeau responded that they were creating jobs. Ambrose then moved to the issue of the CF-18s and noted an American General was “sad to see them go.” Trudeau retorted that our allies were glad that we stepped up our role in the fight against ISIS. Jason Kenney asked a meandering question about deficits and taxes, for which Trudeau praised investment in infrastructure, jobs and the middle class. Kenney wondered which taxes they would increase to pay for their deficits, to which Trudeau noted that the Conservatives had no idea about how to create growth in the economy. Thomas Mulcair was up next, and mentioned a First Nations community that was declaring a state of emergency for their everyday existence, and Trudeau thanked him for raising the issue and noted their promise to reset the relationship with First Nations. Mulcair moved to the question of a commitment to build a maintenance centre for Bombardier C-Series jets, for which Trudeau praised the agreement with Air Canada and Bombardier. Mulcair asked again in French, got the same answer, and for his final question, Mulcair demanded the stock option tax loophole, but Trudeau told him to wait for the budget.

QP: Scattering instead of pressing

Bill Morneau’s fiscal update a couple of hours previous before touched off a partisan storm over social media, which was bound to carry over into QP. Rona Ambrose, mini-lectern on desk, led off by reading a question about the size of the deficit. Justin Trudeau reminded her that they ran a campaign on investing to promote growth. Ambrose demanded to know who would pay for it all, at which Trudeau retorted that that they were already paying for the previous ten years of poor growth. Ambrose tried to burnish the previous government’s record, but Trudeau accused them of creative accounting. Gerard Deltell demanded controlled public spending, for which Trudeau reiterated his response about fudged numbers. Deltell gave it one last kick, and got the same answer. Thomas Mulcair was up next, and demanded the government respect the rights of Aveos workers rather than amend Air Canada’s legislation. Trudeau responded that they were proud that the agreement with Bombardier would encourage investment in aerospace. Mulcair asked again in English, got largely the same answer, and then demanded reforms to the EI system. Trudeau reminded him that they promised to strengthen the system, and they were going to. Mulcair demanded a universal eligibility threshold as part of that reform, and Trudeau reiterated that they were making needed changes.

QP: A strategic blunder in questioning

Tuesday, and with the Auditor General’s report now on the table, there promised to be more than a few questions about some of his scathing findings. Rona Ambrose was ready, mini-lectern on desk, she read a question about Trudeau telling resource sector workers to “wait it out,” and concern trolled about a national carbon tax plan — you know, one that doesn’t exist. Trudeau reminded her that her government made things worse for Albertans after ten years in power. Ambrose asked again in French, and Trudeau told her that a responsible economy meant being responsible about the environment. Ambrose then called the bill repealing those anti-union bills “payback,” to which Trudeau reminded her that their first piece of legislation was actually lowering taxes. Gérard Deltell took over, asking again in French, to which Trudeau insisted that they rectified the situation when they learned about the illegal donations. Deltell took a swipe at unions, but Trudeau shrugged it off. David Christopherson led off for the NDP, demanding that they fix the items highlighted in the Auditor General’s report. Trudeau said that they were alarmed and were working to repair the damage of the last government. Christopherson demanded proof of commitment, and Trudeau insisted that unlike the previous government, they did more than just make announcements. Brigitte Sansoucy took over to ask again in French, particularly around the Social Security Tribunal, to which Jean-Yves Duclos let her know that he met with the AG and he would do everything in his power to fix the situation. Sansoucy raised the AG report on export controls, to which Ralph Goodale insisted that they intend to follow his advice and that they were implementing an action plan.
