Roundup: Chartering special flights

For his Sunday presser, Justin Trudeau announced formally that the House of Commons was coming back on Tuesday afternoon to pass more emergency legislation, and that Canadian airlines were standing by to help with repatriation efforts. He also made it clear that the existing aid package was just a first step, and that they were actively considering what the next ones would be. He also made a direct address to children in the country, thanking them for their patience with all of this. In the subsequent ministerial presser, Patty Hajdu said that they were hoping for better coordination with provinces this week as to what measures they are taking, so that there will be less of a patchwork across the country. She’s also looking into criminal penalties for travellers who don’t self-isolate, so that could be coming in the next few days.

As for the return of Parliament, the agreement is that about 32 MPs are coming back – which is far more than there should be, given that quorum is 20 – and that they planned to have about four-and-a-half hours of debate on the legislation, and that while there wouldn’t be a formal Question Period, there was going to be time for MPs to ask questions of the ministers present. What we learned later in the day was that the government was sending out special planes to pick up Andrew Scheer, Candice Bergen and Don Plett, which I find highly dubious. There is no reason why they need to be in Ottawa if they weren’t there already (and I find Scheer’s excuse that he went to Regina for March Break to be problematic because he knew they were suspending Parliament before he left and knew full well that they would need to recall it, which is why that was part of the agreement). Now, if they decide they’re going to stay in Ottawa for the duration, then okay, sure, I’ll grudgingly give them a pass, but if they plan on having the government fly them back home after the single day’s sitting, then I’m sorry, but it’s completely irresponsible, not only because it’s modelling poor behaviour when people are being told to stay home unless it’s absolutely necessary for them to be out (and while I will argue that it is necessary for a Skeleton Parliament to be in place, it is not necessary that the Opposition Leader and House Leader be present when others can fill those duties temporarily), it’s also a huge waste of resources – particularly considering that Scheer has made a big deal of how much the current government is “wasteful,” with special websites and social media shitposts about. It’ll be even more galling if he has the government pay for Scheer’s wife and children to be returned to Stornaway with him, given his own particular spending scandal with party funds – particularly if the consideration for having needing Scheer and Bergen there to begin with is simply for the sake of having them be on camera.

Most senators seem to be taking this more seriously, both in terms of restricting attendance to those within driving distance (Don Plett excepted), but also that they are holding teleconferences with their members to ensure that they fully discuss the legislation so that they can raise any particular concerns if they have them. Would that certain MPs were a bit more responsible in that regard.

Roundup: Tightening the border even more

There was news today from Justin Trudeau in his daily presser (which will happen again today, but I suspect we’ll all be working through the weekends for the foreseeable future), which was not only that the government was working with industry to both increase the capacity at companies which produce medical equipment, and to help other companies retool in order to produce supplies that may be necessary in the near future – something that is akin to a wartime scenario. Trudeau also said that the government had come to an agreement with the United States to essentially suspend the Safe Third Country Agreement, and that for the next 30 days (at which point the agreement sunsets), any irregular border crossers trying to seek asylum in Canada would be returned to the United States.

I have a couple of cynical theories about this move – one of them being that it’s a sop to the Conservatives, who have been crowing about this as other border closures have been taking place. The other theory, which has been put forward by some Washington-based journalists, is that this was in part to offer cover to Donald Trump so that he could take more extreme measures along his southern border. There is also the pragmatist aspect to this – resources are tight with other border closures and screening, so ensuring that there are enough people to man the irregular crossings like Roxham Road, where asylum claimants need to be processed, screened, and now isolated in a federal facility for two weeks, was likely going to stress their resources and capacity. The flip-side of this, however, is that it pushes more people to unmonitored crossings that are further afield, especially now that the weather is warming up, and if they cross there, they won’t be screened and won’t be tracked by public health authorities, and could easily become new vectors for infection – essentially making the government damned if they do, damned if they don’t. The humanitarian aspect of this decision is also a pretty big deal, and does damage to our international reputation, but in this time of crisis, I’m not sure how much anyone is thinking of that, and if it makes it seem like they’re taking action – even if it’s one that will inevitably have more negative consequences than positive ones – then that may be the trade-off for other political considerations at this point in time.

Roundup: Reassurances and critiques

It was a much calmer day yesterday with little in the way of new announcements – the most noteworthy part of Justin Trudeau’s daily presser was that he was actually on time for possibly the first time ever! Oh, and the border restrictions for non-essential travel will probably only kick in sometime on Friday night, but details were still being worked out. As well, there is still no contemplation of use of the Emergencies Act, but it remains a tool in the box if need be.

Roundup: Closing the border (mostly)

Another day, more social distancing restrictions put into place, with Ontario recommending that all restaurants (with the exception of take-out and delivery) and bars be shut, Calgary declaring a local state of emergency, and more cases mounting including three more deaths at a care facility in British Columbia. Justin Trudeau held a press conference early in the afternoon, where he declared that the border would be closed to non-citizen/permanent resident travellers – erm, except for Americans (and a few other exceptions) – which seems to be an action mostly to placate the those braying for more “decisive action” at this point given that it’s already in the country, and with all arrivals being told to self-isolate, I’m not sure the point. And the American exception may only be for a couple of more days, in large part because of the complex interconnections between the two countries that this can’t be done unilaterally. It also looks like CBSA has gotten their acts together with better screening questions at airports and airport authorities doing more to ensure proper social distancing than the chaos we saw over the weekend, so better late than never, I suppose.

As for the government’s pledge to help people pay their bills and rent, we are expecting more measures to be announced today, and we’ll see what kinds of policy levers they expect to use. On a broader scope, economists are saying that the measures to stabilize the market right now shouldn’t really be described as stimulus because of the nature of the shock, but that the stimulus will come later. Meanwhile, there is talk about the potential for a sharp rebound later in the year, once the temporary shock of the pandemic wears off.

Roundup: Trudeau in isolation

The pace of COVID-19 news was relentless yesterday, culminating in the news that Sophie Grégoire Trudeau had tested positive for the virus following her trip to the UK, and that the prime minister would be isolated for the next two weeks as a result. He’d already announced earlier in the day that he was self-isolating while his wife was undergoing testing, and that he would be working from home, but it also meant the cancellation of the First Ministers Meeting – to be held later today by phone – and the indefinite postponement of said first ministers meeting with Indigenous leaders. Not to be outdone, Jagmeet Singh also announced that he was self-isolating because he was feeling “unwell.” And while more events get cancelled, Peter MacKay and Erin O’Toole have stated they will suspend public campaign activities for the time being (though one suspects that this will simply escalate into a shitpost war online as they battle for votes in that space).

The big question now is whether or not Parliament will suspend for the coming weeks, and there are moves afoot – the Senate has been recalled to sit tomorrow (they usually don’t sit Fridays), and the talk is that the Commons will pass the New NAFTA tomorrow morning, and send it to the Senate immediately for passage so that if there is a decision to suspend, that will be out of the way. And it should be noted that the Senate did to pre-study on the bill while it was still in the Commons, so that will expedite the passage in the Senate, provided that twelve different senators don’t feel the need to give useless Second Reading speeches (because that’s a real danger these days).

Roundup: Self-isolating MPs

Yesterday evening, Seamus O’Regan tweeted that after a persistent head cold, he went to his doctor and was self-isolating until he got the results of the COVID-19 test that he got. Around the same time, former Conservative Cabinet minister (and sexting blackmail victim) Tony Clement was on Power & Politics saying that it may be time to think about taking Parliament “digital,” and holding debates and votes remotely for the duration. Yeah, that’s a big nope.

I get that being a politician is a tactile business, and there are concerns that the House of Commons is essentially one big cruise ship, however Parliament needs to happen face-to-face. It’s inconceivable that it could be done remotely because so many of the needed conversations happen off-camera and on the sidelines. That can’t be replicated by everyone working remotely. Should they take additional precautions? Sure – additional hand-washing, practicing social distancing when they take meetings, and so on, but that’s not exactly a big hardship. And it’s not like there aren’t a number of constituency weeks coming up for MPs to hunker down if they need to, and even though it may be a hung parliament, there are more than enough provisions for members from different parties to “pair” absences so that there are no accidental losses of confidence in the meantime (because as much as the Conservatives claim they want an early election, this is largely bravado as their party organization is in chaos and they are in no shape for it, not to mention that neither the Bloc nor the NDP want one either, and they have the votes that count).

The bigger danger, however is contagion – not of the virus, but of the notion that MPs can “work remotely,” which many have been pushing for in the ongoing effort to make Parliament more “family friendly.” But that way lies madness – MPs won’t bother to leave their constituencies, believing they can do more good there (even though constituency work is actually not part of their job description), and without those sideline conversations, it will polarize the environment even more than it already is. Recall how collegiality was shattered after evening sittings were ended and MPs no longer ate dinner together – this would make it that much worse, if they no longer have to look one another in the eye or cross paths. This nonsense needs to be quashed here and now. You can’t Skype Parliament.

Roundup: The crash and the cries for stimulus

It was a tough day on the markets yesterday as stock markets plunged at record levels over panic-selling because of COVID-19, and oil prices cratered while Saudi Arabia and Russia got into a pissing contest. Bill Morneau held a post-market-closing press conference to assure Canadians that there was fiscal room to deal with the situation, but he spoke in frustrating platitudes and generalities as he so often does (because this government is largely incapable of communicating their way out of a wet paper bag), but it needs to be acknowledged that his budget challenge has become a lot more complicated, particularly as the oil shock is going to impact federal revenues as well as Alberta’s. But seriously, the whole Conservative “spent the cupboard bare” narrative is bogus and economically illiterate, and they are actively spreading misinformation about it.

Around the same time, Jason Kenney held his own press conference, saying that all options were on the table for dealing with the downturn on the province’s economy – and then immediately ruled out a sales tax, which would stabilize the province’s revenues. Because that might make sense. Rachel Notley says that he should scrap the budget and re-do it, given that its assumptions are now proved to be useless, but other economists say it’s likely not worth it at this point, and it would be better to have a fiscal update in the near future.

And then come the demands for some kind of fiscal stimulus plan, but one of the things they’re pressing is that measures need to be timely. Maclean’s talks to four economists about what they think such a plan could look like for the best impact.

Roundup: Caution – plummeting oil prices

Oil prices started plummeting Sunday night as a price war opened up in the midst of declining demand due to the COVID-19 outbreak, and this is going to have a huge impact in Canada, not only with Alberta and Saskatchewan, but most especially with Newfoundland and Labrador, whose government relies very heavily on resource revenues. Add to that, this is going to put even more pressure on Bill Morneau and the federal government when it comes to how to deal with reforming fiscal stabilization in the upcoming budget, particularly if it’s also going to mean any kind of rebate for previous years’ stabilization (as Jason Kenney in particular has been demanding, under the misleading term of “equalization rebate,” even though it’s no such thing).

This may also touch off a new round of blaming Justin Trudeau for Alberta’s woes, when the oil prices are going to make things so, so much more painful for the province as they budgeted a ludicrously high amount for oil revenues. One might suggest that it would be a good impetus for the province (and the federal government) to redouble efforts toward diversification and a “just transition” away from the oil economy in that province, because the hopes for “just one more boom” get even further away, or even for the province to finally reform the revenue side of its equation and finally implement a modest sales tax that would stabilize its finances – but I have a feeling that Kenney won’t even contemplate those things. Blaming Trudeau is too easy, and lying to the public is so much easier.

Speaking of lying to the public, as certain other political figures fill the op-ed pages with a bunch of bullshit about how Alberta is “treated like a colony” as the Buffalo Declaration did (and no, I won’t link to the egregious op-ed in question), here is a great thread from professor Melanee Thomas as to why that kind of comparison is not only wrong, but wrong to the point of being actively racist.

Roundup: Hurt feelings and punitive lessons

There is a vote coming up on Monday, when Parliament returns from the constituency week, which is on the Conservatives’ Supply Day motion to allot the opposition an additional three Supply Days, which the Conservatives are trying to spin as a “lesson” for the Liberals, because they apparently haven’t gotten the memo that it’s a hung Parliament. Also, the Conservatives’ feelings are hurt that their previous Supply Day was moved from a Thursday to a Friday, and they feel like it was being done as “punishment.” Never mind that the rules allow the government to allot a certain number of Supply Days to Wednesdays and Fridays (which are half days), and every government has monkeyed around with Supply Days in the past – most especially the Conservatives.

To that end, I find it particularly galling that Candice Bergen thinks that the Liberals need to take some lessons in humility because it’s a hung parliament, considering how the Conservatives behaved during the minority years. Humility? Conciliatory note? Nope. It was daring the opposition, declaring non-money bills (some of them in the Senate) to be confidence measures, screwing over the other parties by changing the federal rules governing spending limits on leadership campaigns while the Liberals were in the middle of theirs, and it culminated in a finding that the government was in contempt of parliament because of how they were withholding information that parliamentarians had a right to see.

Meanwhile, I would also issue the warning that this kind of stunt, which will further limit the government’s available calendar, will inevitably wind up with the government needing to use time allocation or other similar measures in order to pass time-sensitive legislation. Bergan may think she’s being clever by using these kinds of tactics, but this kind of thing always blows up in someone’s face, and nobody wins in the end.

Roundup: Pallister makes a gamble

Manitoba premier Brian Pallister announced yesterday that he was going to implement a carbon price after all – sort of. In a dare to the federal government, Pallister says he’ll stick with his originally planned $25/tonne price, and not raise it like he’s supposed with the rest of the country, but he would also reduce the province’s PST to compensate. Revenue neutrality can be a very good thing, but the point of having a common carbon price across the country is to have a level playing field so that provinces don’t undercut one another – which Pallister frequently ignores as he instead battles straw men about the efficacy of the province’s environmental plans (many of those mentioned having nothing to do with reducing GHGs).

While Pallister is confident that the Supreme Court of Canada will rule against the federal government on the upcoming carbon price challenges – which is a pretty risky gable to take – he’s daring the federal government to do what they said they would, which is to continue making up the federal carbon price with a separate carbon levy on top of the provincial one, which would continue to be rebated to taxpayers by the CRA. None of this makes much sense as a strategy other than the fact that it lets him proclaim that he’s lowered the PST in order to get the plaudits for that.
