QP: Trotting out a Canada First™ slogan

In the wake of the panic over the first Trump 2.0 pronouncement about Canada, the PM was present for QP, though his deputy was not. All of the other leaders were presented for a second day in a row, and Pierre Poilievre led off in French, and immediately demanded a “Canada First™” plan for the border and security, and claimed the government had no plan other than a Zoom call, and blamed Trudeau for the “chaos” at the borders. Justin Trudeau responded that he had a good call with Trump last night and that he underscored how well they have worked together for decades in order to create prosperity for all, and insisted that they would always defend Canadian jobs in an non-partisan way as a team. Poilievre said the call didn’t work because Trump threatened with tariffs a few minutes later—not true—and brought up softwood lumber and Buy America, and claimed Trudeau had not gotten any gains for Canada, and claimed Trudeau broke the immigration system. Trudeau said that there are international students who come to Canada, and after they complete their studies, they return home in the majority of cases, and they have a system when they don’t return, and praised their latest immigration changes. Poilievre switched to English to again demand a ”Canada First™” approach, and claiming that Trudeau didn’t have a plan other than a Zoom call, and listed a number of specious issues. Trudeau again noted that he did speak with Trump, and that they had a good conversation and that he was working with the premiers. Poilievre again claimed that the tariff announcement was after Trudeau’s call, and then lent credence to Trump’s nonsense about drugs and the border. Trudeau noted that Poilievre was making stuff up, that the call was after the announcement, and that it was time to work togetherness rather than engage in partisanship. Poilievre, flailing, tried to claim that the timing was somehow worse, and then claimed that Trudeau was putting a “tariff on jobs” and demanded tax cuts and an end to the carbon levy. Trudeau said that again Poilievre was making stuff up, and if he wanted to re-criminalise marijuana, he should just say so.

Yves-François Blanchet led for the Bloc, noted the disruptions all around, and wanted the “rebate” cheques extended to seniors. Trudeau noted that everyone gets the tax cut, but talked around the issue with somewhat hollow platitudes. Blanchet wanted the threshold for the cheques pulled down so seniors could get the cheques, and Trudeau noted that people are struggling in different ways, and listed programmes to help like child care, dental care, and enriched OAS and GIS.

Jagmeet Singh rose for the NDP, and demanded a plan to fight back, because bullies only respect strength. Trudeau said that rather than panicking, they are engaging in constructive dialogue with all sides, and that they will stand up for jobs and prosperity. Singh repeated his demand in French, and Trudeau reiterated that they are need to take action in a way that isn’t out of panic.

And so it begins. Donald Trump went on this Truth Social to declare that he’s going to impose 25 percent tariffs against Canada until we secure the border and stop letting illegal aliens and fentanyl across, and predictably, everybody lost their gods damned minds.

Justin Trudeau had a call with Trump apparently shortly after, and Dominic LeBlanc and Chrystia Freeland put out a bland, vaguely-reassuring statement, while Trudeau also had to call the premiers of the two largest provinces to calm them down (as they had already been demanding an emergency First Ministers’ meeting about Trump’s return). In amidst this, Jagmeet Singh was also being performative about demanding Trudeau fight, and so on.

It took less than three hours before the first of the Elder Pundits started demanding that we capitulate on a number of files to Trump while, delusionally, insisting that he can be bargained with in good faith. Honest to Zeus, you guys.

And here's our first sighting of a capitulationist argument. John advocates that we gather and sit down and negotiate "in good faith" with the incoming administration, and then lists a bunch of things where we should just concede.

Once everyone calms down and breathes into a paper bag for a few minutes, we need to be clear-eyed about this, and one of the most important things to be clear-eyed about is that if Trump does this, that means he raises gas prices in the American Midwest overnight. Maybe we need to let him discover some consequences for his actions instead of capitulating? It might be a novel approach, and we might suffer some collateral damage, but it might be less than we think.

Roundup: The worst policy for retail politics reasons

With the smell of desperation lingering in the air, Justin Trudeau and Chrystia Freeland announced a “GST holiday” for two months on all sorts of items—ready-made meals, children’s clothes, diapers, books, toys, beer, alcohol below a certain percentage, restaurant meals, you name it—to happen between December 15th and February 15th, to be followed by $250 cheques in April for anyone who worked in 2023 and whose household income is below $150,000 (so, not the top five percent of wage-earners).

OMG this two-month GST holiday is the dumbest idea ever. Who came up with this? Did they read any of the literature from the US sales tax holidays on school supplies? Includes restaurant meals, takeaway, fastfood, beer, wine, in addition to kids clothes, toys, etc.

It’s absolutely terrible economic policy, it’s poorly implemented (and is going to be an absolute nightmare all around to ensure implementation happens) it will benefit higher-income households disproportionately, and it’s not going to do any favours for the deficit situation that they insist they want to put on a downward trajectory, but it’s apparently good retail politics. (And good for the restaurant industry, particularly during their slower months, but a dog’s breakfast for retailers). Apparently, the Liberals are frustrated that all of their good work with the Canada Child Benefit, $10/day childcare, dental care and any incoming pharmacare deal with provinces (and not to mention rebounding faster from the pandemic and tacking inflation faster than any other comparator government) isn’t helping them in the polls, so they’re resorting to direct bribes, because reasons. It’s so stupid. We live in the stupidest times, and everyone is just going along with it.

If this GST holiday is an NDP initiative then I ask them what do they think this accomplishes over enriching the GST/HST refundable tax credit. The primary beneficiaries of the tax holiday are high income households. The primary beneficiaries of an enriched rebate are low income households.

I haven't calculated the impact of this GST holiday but if consumption doesn't drastically change, this GST holiday will likely mean that families in high income deciles will see a large reduction in the GST paid whereas families in lower-income deciles will see more moderate declines.

Amendment! Not quite no matter what. Backgrounder says “earned up to $150K net”. But that’s a bit fudgy. It could be total net income but it doesn’t say that. If I have $140k in wage income but $25k in investment income do I qualify?

Part of this was a sop to the NDP in the hopes that they would help end the filibuster in the House of Commons, but they’re not all that keen on that (as they are happy to watch the Liberals twist in the wind), and are talking about trying to push a programming motion to pass the bill with these promised tax changes in a single day, which is not terribly bright, and the government really, really needs to actually pass the capital gains changes, because they’re already being applied while the legislation has been held up by this filibuster. Can the government play hardball with the NDP to break the filibuster and send the privilege matter to committee? I guess we’ll wait and see.

Russia fired new hypersonic intermediate-range ballistic missiles at Dnipro on Tuesday, claiming to be in retaliation for long-range strikes inside Russian territory, hitting an industrial enterprise and a rehabilitation centre. (Curiously enough, a Russian spokeswoman was giving a briefing on the missiles when she was called mid-conference and told not to talk about them). Russia’s strikes over the weekend have badly damaged Ukraine’s largest private power producer, while Russians are now claiming they have taken the village of Dalne in eastern Ukraine.

QP: Boissonnault out vs caucus muzzling

Fresh from his trips to Peru and Brazil, the prime minister was present for QP today, ready to respond to any and all questions, though his deputy was elsewhere. All of the other leaders were present, and just before QP started, it was announced that Randy Boissonnault was stepping away from Cabinet to “clear his name” from the various allegations against him. Pierre Poilievre led off in French, and led off with the various salacious allegations against Boissonnault. Justin Trudeau noted that Boissonnault has left Cabinet to focus on the allegations, but the Conservatives only want to cut. Poilievre raised Jody Wilson-Raybould and tried to compare her to Boissonnault, and Trudeau noted that for a leader who claims to want the truth is muzzling his own caucus. Poilievre switched to English, gave a quip about doubling hosing prices and gun crimes, and up until a minute ago, had a minister with a “double identity,” and Trudeau again repeated the points about Poilievre muzzling his MPs rather than letting them advocate for their communities. Poilievre again tried compare Wilson-Raybould to Boissonnault, and Trudeau repeated that Poilievre won’t let his caucus talk because he’s afraid of what they are going to say about him. Poilievre retorted that twenty Liberals want Trudeau gone, and demanded an election. Trudeau said that MPs on his side were free to share their opinions unlike the other side.

That threw a wrench in a bunch of planned #QP questions.

Yves-François Blanchet led for the Bloc, said this display proved why Quebec needs to be on its own, and then demanded that the government force the Senate to pass the Supply Management bill. Trudeau noted that his party was in favour of it, and demanded the prime minister personally meet with senators to get them to pass it, and Trudeau noted that he does meet with them often, but regardless, the government will protect the system.

Jagmeet Singh rose for the NDP, complained about the cost of living, and demanded the government support their economically illiterate GST cut plan. Trudeau said that if the NDP was so concerned about the cost of living, they would help the government break the Conservative obstruction in the Chamber. Singh repeated the demand in French, and Trudeau repeated his same response.

Roundup: Ignoring the abuse and the banana republic tactics

While on the one hand, it’s nice that legacy media is once again paying attention to the fact that there is an ongoing filibuster in the House of Commons that has largely paralyzed any work for six weeks now, but it would be great if they could actually make a gods damned effort at it. Pretty much every story, and the CBC’s turn was yesterday, just types of the quotes from Karina Gould and Andrew Scheer blaming one another for the filibuster. The current fascination to this story, however, is that the Supplementary Estimates votes are coming up, and every gods damned Hill reporter is dying to use the phrase “American-style government shutdown” to go along with it that they continue to gloss over the actual issues at hand.

There is a legitimate issue about the abuse of the parliamentary privilege to demand documents, because the power is only in relation to Parliament summoning those documents for their own purposes, not to turn them over to a third party. The Speaker and the clerks who advise him should never have allowed this to be considered a matter of privilege because the powers are being abused, but this is too much of a “process story” for them, so they don’t like that angle. There is also the even more pressing issue that these powers are being abused in a manner befitting a banana republic, where the powers of the state are being weaponized against those that the legislature doesn’t like, and that should be absolutely alarming to anyone paying attention.

This kind of abuse sets precedents, and if it’s allowed to happen now, it’ll be allowed to happen the next time someone wants to abuses these powers. The most that media outlets can muster up is “The RCMP says they don’t want these documents, so why are you so insistent?” but never “Why do you think it’s appropriate to behave like this is a banana republic where you are using the state to go after your perceived enemies?” We are in a particular moment in western democracies where autocrats are threatening to take over, and Viktor Orbán in Hungary has provided them a template to dismantle the guardrails of the state to delegitimize opposition and stay in power as long as possible. This is creeping into Canada, and legacy media in this country needs to be alive to the issue and call out these kinds of tactics and behaviours, rather than just both-sidesing it and using words like “polarized” or “divisive,” because that just plays into their hands.

Ukraine fired eight US-supplied longer-range missiles into Russia, two of them being intercepted, the rest hitting an ammunition supply location. President Zelenskyy addressed Ukraine’s parliament with a speech to mark the 1,000th day of the invasion.

QP: The character assassination of Boissonnault continues

While the prime minister was still in Rio for the G20 summit, his deputy was present, but most other leaders didn’t bother. Pierre Poilievre was present, however, and he led off in French by equating the prime minister to a firefighter setting fires, who blamed “bad actors” for the immigration problems, and that he needed to look in the mirror. Marc Miller spoke about the decision to lower targets as being the responsible thing to do. Poilievre repeated this in English, and Miller said they wouldn’t take any lessons from someone who has spent twenty years lighting fires in the House of Commons. Poilievre switched to the various allegations about Randy Boissonnault and demanded his resignation. Boissonnault said that despite the innuendo, he had not met and has no dealings with the person referred to in the article today. Poilievre tried again, with a couple of added swipes, and Boissonnault repeated that the same denial, and the article stated that fact. Poilievre then took a swipe at Trudeau saying people are confused by misinformation about the carbon levy, repeated lies about it, and demanded an election. Jonathan Wilkinson called out the disinformation and chanted that eight out of ten households get more money back. 

Alain Therrien led for the Bloc, and he decried the amendments to their Supply Management bill in the Senate, and demanded the prime minister order senators to defeat the amendment. Karina Gould reminded him that senators are independent. Therrien railed about that independence and didn’t believe it, and repeated his demand. This time Marie-Claude Bibeau suggested that the Conservatives tell their own senators to pass the bill. 

Alexandre Boulerice rose for the NDP, complained about prices “not making sense” and more, and demanded the government adopt their economically stupid plan to cut the GST on certain items. Jean-Yves Duclos responded with a swipe about the Conservatives not supporting dental care. Don Davies repeated the same demand in English, and François-Philipppe Champagne repeated that the Conservatives will cut, and patted himself on the back for creating economic opportunities.

Roundup: Who cares about the Speaker’s peril when there are talking points to parrot?

Because this is sometimes a media criticism blog, I want to point you to a piece that was on The Canadian Press wire this weekend about a potential procedural showdown between the ongoing privilege filibuster and the coming end of the supply cycle, when the Supplementary Estimates will need to be voted on. This could have been a fascinating discussion that focuses on the pressure that will be on Speaker Fergus to get it right—which, to be frank, he did not when he made the ruling that allowed the privilege filibuster to begin, and pretty much every procedural expert I’ve spoken to has said he got the ruling wrong, and even more to the point, even a former Law Clerk of the Commons has said that this shouldn’t be a privilege issue because the powers to demand papers doesn’t extend to turning them over to a third party as is the case here.

But did the CP story touch on this? Hardly at all! There was some vaguely-worded talk about how this showdown could be unprecedented, but doesn’t actually explain the procedure, or the ruling the Speaker would have to make, and instead spends most of the piece both-sidesing the Liberal and Conservative talking points about the filibuster, because that’s what CP does best in their desire to be as scrupulously neutral as possible. Because who needs actual facts or an explanation of parliamentary procedure when you can quote talking points? This is a problem that CP refuses to address for itself, as news outlets across the country become more and more reliant on wire copy as the number of parliamentary bureaux for legacy media outlets continue to shrink.

Ukraine Dispatch

Russia launched a massive missile and drone barrage against Ukraine overnight Saturday, which hit an apartment buildingin Sumy, killing eight. Russia launched a further 120 missiles and 90 drones overnight Sunday, targeting power systems and killing at least seven people, which will likely mean power cuts. The invasion is now 1,000 days old, and Russia is continuing to expend massively, including in lives, for small territorial gains. It also appears that President Biden has finally okayed the use of long-range weapons provided by the Americans to strike targets inside Russia. It appears that a Russian factory has been producing hundreds of decoy drones meant to overwhelm Ukraine’s defences, while certain drones will carry thermobaric warheads. (More on that investigation).

Roundup: Clapping back at the provinces and their JPs

Justice Minister Arif Virani has been honing his responses to the cries for bail reform lately, both in pointing out that the provinces are not living up to their responsibilities—whether that’s with properly resourcing the court system so that trials are conducted in a timely manner, or in dealing with overcrowded remand centres where people are locked up awaiting trial, and because of the overcrowding and poor conditions, many accused are being given bail rather than subjected to those conditions. Even more recently, he has started pointing to how certain provinces, and Ontario especially, have been appointing Justices of the Peace, to decide on most bail hearings.

Ontario in particular had this whole song and dance about how great it was that they were appointing JPs who weren’t all lawyers, because it gave them greater breadth of experience or whatever, but if it’s true that they’re not actually applying the law of bail properly, that’s a problem. It could simply be that their training is inadequate, which again is a provincial responsibility, because if they are being expected to read, understand and apply case law that the Supreme Court of Canada has laid out when it comes to the law of bail, then again, that is a problem that the provinces need to solve.

And yes, there are going to continue to be voices chirping that the law is the problem, and that the Liberals created an “open door” through two pieces of legislation, but this has been an orchestrated disinformation campaign. The one law that the Conservatives refer to codified Supreme Court jurisprudence, and actually toughened bail in certain respects, especially around domestic violence; the other law they refer to had to do with doing away with solitary confinement in federal penitentiaries, which has nothing to do with bail in the slightest, but repeated lying that has not been pushed back against by both-sidesing media has led a whole lot of credulous people to believe the bullshit. The law of bail is not the problem—it’s everything else that is, and the provinces are once again being allowed to get away with not doing their jobs.

Ukrainian security services have detained a special forces unit commander accused of being Russian mole. Russian air defences claim to have downed a series of Ukrainian drones in a number of different regions. There could be another mass displacement of Ukrainians if energy systems continue to be damaged over the winter. German Chancellor Olaf Scholz had a call with Putin, asking him to withdraw his troops and negotiate, which of course Putin won’t, and now Zelenskyy is angry with Scholz because these kinds of calls decrease Putin’s isolation.

Roundup: “Identity politics” on both sides

As the facile analysis of the Trump victory continues across the political talk shows, there was one particular exchange on Power & Politics last night that I felt deserves a bit more attention, because I think it’s important to call bullshit on, which is the discourse around “identity politics.” There has been a lot written about, particularly over the past two days, about how the left has been too scoldy about said “identity politics” and pronouns, and it caused the public to turn against it, which is both ridiculous given the broad-based rage-and-resentment campaign underway, but it also excuses the very identity politics that the Trump campaign (and the current far-right) play into themselves, particularly with race.

Nevertheless, after this diatribe about identity politics, columnist Emilie Nicolas, who was on that panel, objected and pointed in particular to what is happening right now with young men, who are being raised on a diet of Andrew Tate podcasts and their similar ilk, along with some allusions to the gamer-to-fascism pipeline, who are being taught an absolute load of horseshit about alpha men, male dominance, and rank misogyny. And Nicolas pointed out that this is identity politics, and to insist that it’s only coming from the “left” makes this particular kind of identity politics invisible when that’s exactly what it is.

Trying to dismiss anti-racism, anti-misogyny and anti-homophobia/transphobia as “identity politics” that the general population doesn’t care about (as though the general population consists entirely of white men), while racism, misogyny, and white supremacy are given a free pass and not being called “identity politics” when in fact that is at the core of what they are, is actually kind of damning to those who think the “left” needs to cool it. I do get that the whole “scolding” aspect is something that does need to be re-thought as a tactic, but to pretend that “identity politics” is the domain of the left alone is both wrong, and intellectually dishonest in the extreme.

A Russian guided bomb attack hit Zaporizhzhia, killing four, wounding at least 33, destroyed houses and damaged an oncology centre. Energy facilities in the northern Zhytomyr region also suffered damage in a drone attack. President Zelenskyy told a European summit that “peace through strength” is what is needed (which is in part what he is hoping to flatter Trump with), and also said that North Korean forces have suffered casualties when fighting Ukrainian forces in Kursk.

QP: Low-energy economic bafflegab

On a rainy Monday, the prime minister was in town but not at QP, while his deputy was in his stead. Some of the other leaders were present today, but not Pierre Poilievre, unusually. That left Andrew Scheer to lead off to read some utter nonsense about “economic vandalism” and a “per capita” recession, and demanded a cancellation of “tax hikes.” Patty Hajdu got up to first speak to the passing of Senator Murray Sinclair. Scheer said they joined in sending condolences, before returning to his claims of economic vandalism and railed about the proposed emissions cap, and demanded it be scrapped. Jonathan Wilkinson said that they are moving to address climate change, and that low-carbon sources will be more valuable. Scheer read some statistics without context to claim the government was creating jobs in the U.S., to which Steven Guilbeault responded that Scheer should actually read the regulations, and not that production was still projected to increase. Luc Berthold took over in French to read the same non-sequitur economic stats, and Chrystia Freeland shot back with countering statistics about how much better the situation in Canada was compared to the U.S. Berthold insisted that the wealth gap is growing between countries, and Freeland quoted an American economist who suggested companies leave New York for Toronto.

Alain Therrien led for the Bloc, and he railed that the Senate needed to pass the Supply Management bill, lest there be economic doom. Lawrence MacAulay reminded him that he as been a farmer under the system his entier career, and that the government supports it. Therrien railed further about the Senators holding up the bill, two which Marie-Claude Bibeau reminded him that Senator are independent and that only a Liberal government would protect it.

Jagmeet Singh rose for the NDP to point to doctors in Quebec offering private options, and demanded the government do something. Mark Holland recited the paean about public healthcare and suggested that they work together to pressure provinces. Singh repeated the same in French, and got much the same paean en français.
