Roundup: 100 days without unicorns

We have reached 100 days since the election, so expect to find any number of analyses and think-pieces about the “milestone,” like this one here from CBC. The Canadian Press had their enumerated list of what promises have been kept, what hasn’t (like promised gun-marking measures), and what’s in progress, which is handy to have. And while Trudeau has come out and said that perhaps they won’t meet the deficit targets made during the election, the economy being what it is, hay is certainly being made over it – particularly from the Conservatives, who have pounced on that singular National Bank forecast that said that perhaps the deficit will surpass $90 million over four years. Of course, nobody knows if that will be the case, particularly if the stimulus the government is pouring into the economy does manage to kickstart growth, and when the economy grows, deficits shrink on their own. That said, everybody leaping onto this report before we’ve even seen a budget is pretty ridiculous. The NDP’s release on the 100 days, however, was a bit more…fanciful. It contained a laundry list of woe, from their mischaracterisation of the tax cut, the fact that other promised spending hasn’t happened yet, the continued deliberate conflation of signing versus ratification of the TPP, the lack of new GHG targets or action on legalising marijuana – all giving the impression that such things can happen at the snap of a finger, without debate, without a budget, and apparently all by Order-in-Council rather than with legislation in many cases, is a bit ridiculous. The only valid point they do make is about parliamentary secretaries and committees (and as discussed earlier in the week, their own record of centralisation in this area is nothing to be proud of). The fact that they came out with such a list full of dubious complaints seems to be a return to true third-party status, where they can rail into the wind without the benefit of a reality check, belies a particular lack of lessons having been learned in the previous election or self-awareness about what they’re saying. Nobody is expecting them to roll over and applaud the government – but at least make the criticisms valid ones, rather than complaining that they didn’t have enough unicorns in the parade. The opposition has a serious job in holding the government to account. It’s a pity that our two main opposition parties seem incapable of taking that job seriously, as demonstrated yesterday.

Roundup: Meddling in the committees

I mentioned this yesterday in passing, but I’m going to revisit it today, which is the way that the Liberals are handling the issue of parliamentary secretaries at committees. And yes, they have stuck by their promise not to put them on committees officially, and they have written into their rulebook on government accountability and transparency that these parliamentary secretaries won’t be able to vote on said committees either – but they’re still showing up to them, and that is a problem. We saw under the previous government what happened under the previous government, where the parliamentary secretaries were on the committee, and their designated PMO staffer – used to help them with their additional duties – basically ran the committees, telling them how to vote, what motions to put forward, etcetera. And thus, committees started behaving not like independent bodies designed to scrutinise bills or hold the government to account for its plans, but rather to act as branch plants of ministers’ offices. It was a terrible perversion of what our system is supposed to do. The Liberals, so keen to look like they’re not emulating the Harper government’s practices, are nevertheless de facto carrying them on. Just because the parliamentary secretary isn’t voting, they and their PMO staffer are still in the room, directing the government side, even if they happen to call it “advice” and “offering the resources of the Privy Council” and all of those happy, clappy words. And while on Procedure and House Affairs, David Christopherson shouts himself into an apoplectic frenzy over it, he really has little room to talk, considering how the centralisation of operations in the NDP in the previous parliament meant that they had their own staffers from the leaders’ offices directing their MPs, providing scripts for them in the committee, and the like. Seems to me that it’s not really helping MPs be independent or letting them do their work without interference either (but this is also what happens when you get a caucus full of accidental MPs who don’t know what they’re doing, and that lack of experience made it easier to condition them to behave as the leader’s office wanted for the duration of that parliament). With the number of newbie MPs on the Liberal benches, that temptation is certainly going to be there as well – that because they’re so new, they’re going to need a lot of guidance, and hey, who better to provide it than the parliamentary secretary? No. Just no. This kind of thing needs to stop, and the Liberals promised that they were going to be better than this. So far, that promise to be better is proving to be a bit of a shell game, optics that say openness and transparency and leaning away from centralisation, but the core of it remains. Time to keep the parliamentary secretaries from the committee room, unless they’re there to help the minister with testimony. Let’s restore our institutions to their proper functioning for a change.

Roundup: Hollow Senate threats

As the Conservatives grasp their diminishing influence in the opposition benches, their threats of using the Senate to get their way seem to be increasing. Yesterday, as the Liberal government announced their bill to repeal two of the anti-union private members’ bills that passed in the last parliament, at least one Conservative MP was beating his chest and threatening that the Senate would be used to defeat the bill. The problem? That he’s unlikely to find allies in the Senate to carry out this threat. You see, one of these bills badly fractured the Conservative Senate caucus in the last parliament, which is almost certainly what led to Marjory LeBreton tendering her resignation as Government Leader early, and her threats to the caucus very nearly provoked a revolt. Given how much trouble they went through to pass the bill in June, and how much they had to crack the whip and still have dissenters, those who abstained or who just refused to show up for the vote, I really doubt that they would have any fight left in them on this bill. It makes the insistence from their MP caucus that they will somehow be a rearguard action to stop bills they don’t like from being passed as not only fanciful, but actually pretty insulting to that Senate caucus, who they’re treating as just another group of backbenchers that they can push around, and with a leadership contest soon to get underway, they’re going to find that their senators are about to start getting a lot more independent, as the guy who appointed them is no longer around and his influence has almost faded entirely as even his MP caucus swallows themselves whole to reverse their previously held positions now that he’s gone. If they think that they can still wield that influence to preserve this unpopular and contentious bill, well, they may soon find themselves getting a rather rude awakening. (Meanwhile, the Conservative allegation that the repeal of those bills was somehow repayment for an illegal union donation that the Liberals didn’t even know about, and which was repaid as soon as it was uncovered, is laughable considering that the repeal of these bills was in the bloody platform).

Roundup: Appointment board terms

The Order in Council relating to the new Senate appointment board was made public yesterday, and some of the details were tweeted out (as below, with commentary). Of note for me when you read the terms was that this interim process for the first five appointments will be done by engaging with civil society groups of various distinctions. The permanent process going forward will be the one that invites people to nominate others (or themselves) as vacancies come open.

Roundup: Important praise for the status quo

The electoral reform conversation has been going around, and proportional representation fans frequently take to my Twitter feed to harass me about the subject, and we usually end at the impasse where they refuse to deal with our system as it exists in order to comprehend its logic. Regardless, there are few voices out in the mainstream in favour of the status quo option, but I was pleased to see that the Ottawa Citizen’s editorial board wrote a defence of the status quo. While some of it needed a bit more work (particularly in how they went about describing how the current system can “skew” results – it really doesn’t if you read those results properly and don’t import the logical fallacies of popular vote figures), but the nub of their argument is the most important – that our current system is particularly valuable in that it lets the electorate throw the bums out on a regular basis. It’s often said that in Canada, we don’t elect governments – we defeat them. And every few years, we get tired of who is in power, and we punish them and elect someone new who will clean up the mess left behind (and really, most of those parties need the defeats to let them clean house, re-energise, and think about where they went wrong. Sometimes, it takes them a couple of elections to do just that). What the editorial didn’t address very specifically is that in many PR countries, there really isn’t this ability to throw the bums out. Instead, they tend to be dominated by a central party who remains in power for decades, while they simply shuffle up their coalition partners when they need something. This was certainly the case in Germany, and while we don’t know what a PR-landscape in Canada would look like, it is a distinct possibility as there would be more incentive for small and fringe parties who exist to start agitating for their own power and influence within a coalition (as that would be the likeliest way to form future governments in what looks to be a continued sense of minority parliaments). As more small parties grow, the larger ones will likely fracture as there will be less incentive for the interests that they contain would stick around when they could gain outsized influence as a smaller party vying for that coalition power. Add to that, if we adopt a PR system that employs party lists, that makes it even harder for problem MPs to be tossed aside, as their fortunes are in the hands of the party itself, not the electorate. While emotional arguments about perceived fairness and “wasted” votes tends to rule the day, accountability should be a feature that requires greater consideration. Most other systems can’t provide it the way ours can, and that remains one of the reasons why I remain with team status quo on our electoral system.

Roundup: Barton in charge

The announcement came down yesterday making it all official – Rosemary Barton has now passed the gauntlet of the competition process and has officially been named the permanent host of CBC’s Power & Politics. It’s not as though she didn’t more than prove herself in spades over the course of the election, with six-days-a-week broadcasts, and sharp coverage, but that Chris Alexander interview, where she shut down one of his tantrums and put him in his place – that has become legendary in political circles already. A senior journalist in this town described her as an “accountability interviewer,” and that’s something that’s been desperately needed in this city, where there has been a certain amount of timidity in the kinds of interviews we’ve seen. Not having a Jeremy Paxman of our own, we’d seen many a political show host in this country tiptoe around members of the Harper government for close to a decade because they often threatened (or instituted) boycotts after one hissy fit or another (John Baird being particularly famous for them), but Barton was having none of that – and it went for opposition MPs as well, like her interview with Thomas Mulcair pretty much on the day she was given the interim job when Evan Soloman’s sudden firing happened, and she didn’t put up with Mulcair’s too-cute-by-half routine. In their release, CBC pointed out her history as a reporter, going back to her starting out as a researcher for the French-language RDI while in Winnipeg, and covering politics in Quebec City – the kinds of chops that her predecessor never had, who relied instead on personality than on hard-won experience in covering the beat. And with Barton’s permanent appointment comes the acknowledgement of the changing face of politics in Canada – the fact that she’s not a middle-aged white male is important in an age of younger MPs, and of gender-equal cabinets, that a younger woman is tougher and more competent in the role than her middle-aged male contemporaries. It’s just too bad that this announcement didn’t happen in June on the heels of Solomon’s departure. (And as for Evan Solomon, it was announced that he’s taking over the afternoon broadcast for Ottawa’s CFRA radio station, because all is apparently forgiven for his ethical lapses).

Roundup: Demanding immediate parity

It seems that I couldn’t ignore the siren call of the Senate bat-signal one last time. A group of prominent women want the prime minister to ensure that all 22 current vacancies in the Senate be filled with women in order to quickly achieve gender parity in the upper chamber. Trudeau has already stated that he wants to move the chamber toward gender parity and diverse representation as part of the appointment process (and it does have more women and minorities on a proportional basis than the Commons does), but this would be a bit more strident. It’s not a terrible idea, and one doesn’t really want to get into the “merit” debate because there isn’t a shortage of meritorious women that could fill every one of those seats. That’s not the issue. What I worry about is that it sets up a situation where the demand that it be balanced at all times, so as to start setting gendered seats in each province, and that if there is a retirement or resignation, it becomes imperative that the new holder of that seat be of the gender that is required to maintain balance, despite there being other considerations for some of those seats, such as linguistic minorities, Aboriginals, or other minority communities. Where this would especially be problematic is Quebec, where there are senatorial districts, and it could “lock in” the gender of those districts’ senators, despite the fact that some of those districts were initially established to protect other communities. Meanwhile, David Akin penned an utterly facile column that conflates the Duffy trial with the broader problems of the Senate and somehow comes to the conclusion that constitutional Senate reform is the answer, never mind that he offers no actual vision for what that reform is supposed to accomplish, and he may have missed the memo that elected chambers have spending scandals. All. The. Time. Left unsaid is the fact that the Senate has undergone substantial internal reform and tends largely to be more transparent than the Commons, not that it fits within anyone’s narrative of the “grasping, tawdry circus” of the Senate, when on the whole it is anything but. Seriously, pundit class – reality doesn’t quite reflect your tired received wisdom.

Roundup: More calls to keep the bombers

ISIS forces launched a surprise attack against Kurdish forces in five different places in Iraq yesterday, and Canadian Special Forces trainers in the area helped fight them off, which did involve calling in air strikes from our CF-18s. No Canadians were injured in the fighting, but it did lead to a new round of calls, primarily from the Conservatives, to keep the CF-18s in theatre, regardless of the promise to withdraw them in favour of a more robust training presence on the ground. Some even went so far as to claim that if we didn’t have our planes in the area, our allies wouldn’t be as quick to respond to Canadian troops coming under fire (but that has been shut down by experts in the field right away). Michael Petrou remains unconvinced by Trudeau’s position on pulling out the CF-18s from Iraq, while Michael Den Tandt sees it as a kind of political calculation that isn’t so much related to pre-election promise, but rather the broader political implications of a ground war in the region.

Roundup: No place for Trump

In one of her year-end interviews, Rona Ambrose said the Donald Trump is “far off the spectrum,” and “not a voice that is welcome in our party.” Um, except that she can’t really get off that quickly or easily on this one. While Ambrose may not be saying it, her party is one that dumped any pretence of actual ideological conservatism long ago, and simply became right-flavoured populists who loudly championed all manner of non-conservative ideas and plans, all for the sake of appealing to enough micro-targeted groups that they could cobble together a base of support that they rose to power once, but which fell apart in 2015. Remember too that in the dying days of the election, Harper willingly embraced the Ford brothers in Toronto in order to cash in on their populist appeal, which are two very Trump-like voices that apparently have been welcomed into her party with open arms. And as for charges that her party is not doing enough to combat Islamophobia as Syrian refugees start arriving in the country, we’re seeing a lot of concern trolling out of her party that makes it sound like they’re supportive of the idea when in fact they are arguing or agitating for indefinite delays to refugee arrivals. Put all of this together, and it’s hard to see how Ambrose is arguing for any kind of principled conservatism, or that she rejects the populism of Trump while she has not moved to distance herself or her party from the Ford brothers. That’s a worrying sign, and when the Conservative leadership does get underway, we’ll see if Doug Ford makes that leap. If he does, we’ll see if Ambrose continues to insist that those kinds of voices are welcome in the party or not.

Roundup: Senate drama a hopeful sign

Drama in the Senate! Conservative Senator John Wallace quits the Conservative caucus over what he calls irreconcilable differences with the current leadership and fellow Conservative senators over their constitutional role. Will this streak of independent thinking spread to more Conservatives as the iron grip of the former Prime Minister weakens? (Note: Please read those preceding sentences in Clone Wars newsreel voice). In all seriousness, this was bound to happen, and it may not be the last we’ll see either. You see, Senators generally get more independent the longer they’re on the job, and historically that independence goes into overdrive once the Prime Minister that appointed them is no longer in charge, and it gets even more pronounced during a leadership contest. Wallace was part of the Class of 2009 in the Conservative Senate caucus, making him one of the longer-serving members, and he’s starting to feel his independence much more now. With Harper out of the way, and the inappropriate attempts by the PMO to exercise invisible levers of power within the Senate now over – attempts which only succeeded because mass appointments created a situation where those newbie senators were given the false notion that they could and should be whipped, alongside a sense that they needed to go along with what they were being told to do in order to “support the prime minister.” That pressure is gone, and things that have been bothering Wallace for the past couple of years – things like the shabby treatment of those formerly suspended senators who were not given an appropriate chance to address the accusations made about them, or the ways in which deeply flawed Conservative private members bills were passed without amendment “because amending the bill would kill it” they were constantly told (never mind that it should be an object lesson to MPs to do their jobs of due diligence instead of passing bills blindly). From the sounds of it, the current Senate leadership is looking to try and keep up some of their heavy-handed practices, and Wallace has had enough. There have been other Conservatives who bucked the party line on a number of other bills in the last parliament (the revolt over C-377 the first time around being a good example, and those holdouts who kept up their objections the second time around being ones to watch), so we may start seeing more Conservative senators ready to do their jobs more diligently. Nevertheless, Wallace’s stand this week is a good sign.
