Roundup: Saudi oil and AG reports

While the issue of Saudi Arabia continues to make headlines, Chrystia Freeland insisted that she doesn’t consider the case closed and more sanctions are being contemplated. She also said in QP yesterday that no future export permits will be granted to the kingdom (in reference to the LAVs we’ve been selling to them).

Of course, when I tweeted this, my reply column filled up with a bunch of indignant people who demanded to know when we would stop buying Saudi oil and use Alberta oil in Eastern Canada instead. Let me assure you that it’s never going to happen. If we don’t buy Saudi oil, it won’t impact their bottom line in the slightest. The amount we import from them is a rounding error on their books. Add to that, Energy East was never about domestic supply – it was about export via the long route. If by some miracle, a future Andrew Scheer government not only built said pipeline and they demanded that Eastern Canada start using Alberta oil, he would essentially be demanding that Alberta take a $10/barrel discount on that oil, because economics. I seem to recall a former prime minister who remains demonised in Alberta to this day because he wanted to ensure domestic supply, which would mean Alberta got a lower price for their barrels. Why would Scheer want to repeat that very same policy, but wrapped in an “ethical oil” cloak?

Auditor General’s report

Yesterday was the fall report of the Auditor General, and there were reports on:

  • The fighter jet procurement programme got a spanking, and particular attention was paid to the retention problems around pilots and mechanics.
  • Security at many of our embassies is falling behind; the government blames the Harper era for lack of investment.
  • The military isn’t stamping out harassment as quickly as it should because there is no coordination in its programmes, resulting in a number of gaps.
  • There is a lack of both a strategy and budget for rural Internet connectivity.
  • CRA gives people inconsistent treatment, and where you live can determine how friendly your local regional tax office is.
  • Inmates eligible for parole are being kept in prison for longer than necessary because of a lack of halfway houses and parole officers.
  • The lack of coordination between departments means the government may not even know which historic buildings they own.

Roundup: Compromising positions vs oversight

As the fallout from his sexting “scandal” continued, MP Tony Clement was booted from caucus yesterday, which shouldn’t have been a surprise to anyone. First thing in the morning, Andrew Scheer said that he was assured that it was a one-off so Clement would be allowed to stay, but by Question Period, Clement was out, meaning that more stuff has come to light (possibly the raft of women over social media describing their creepy encounters with Clement online).

While Cabinet ministers including Ralph Goodale don’t believe that this incident with Clement actually breached national security, the bigger worry by experts in the field is the fact that the National Security and Intelligence Committee of Parliamentarians is still nascent and building trust, and the fact that Clement was a member of that team and obviously ignored the training he was provided about not putting himself in compromising positions could shake the domestic trust of this new committee, especially given that this level of parliamentary oversight of our national security is new and largely untested.

Roundup: Di Iorio’s bizarre tales

The tale of absent MP Nicola Di Iorio got even more bizarre yesterday as he started talking to the media, but remained secretive about what he’s been up to since he stopped showing up to Parliament. Di Iorio claims that when he announced his intention to resign in April, there was an outpouring of support from the riding that had him reconsider. Fair enough. He then disputed the reporting that an issue had arisen because he wanted to hand-pick his successor rather than run an open nomination…and then basically confirmed it by saying he wants a hand in picking the successor in the riding and not wanting it to be an open nomination, casting aspersions on the nomination process and claiming the nomination is the election (because it’s a pretty safe seat). So, points for that own-goal.

But wait – it gets even more bizarre. Di Iorio claims that he is on a special assignment from the prime minister that has work that keeps him busy in the riding – too busy to be in Ottawa. And he won’t say what that work is, other than it has something to do with “road safety.” And to add to that, PMO confirmed that he “agreed to continue his work to ensure a smooth transition in his riding and to work on specific files that are in line with his work experience and expertise,” and that he’s expected to announce his decision regarding his future in the coming days. I’m…unconvinced by this. In my ten years covering the Hill, I have never seen any MP disappear for months on a “special assignment” that is so demanding that they can’t show up in Ottawa. I’ve seen plenty of sick leaves, and one or two stress leaves, but never a “special assignment” that has them ignoring their actual duties in Ottawa, where they should be. And why the PMO is being vague about this as well is all the more odd, and smacks of trying to save some kind of face for the situation that Di Iorio has caused. I’m not convinced that any of this is legitimate, so we’ll see what he has to say in the “coming days.”

Roundup: Debating the future shape of the Commons

In a piece for Policy Options, Jennifer Ditchburn worries that there hasn’t been enough public discussion about the forthcoming renovations to the Centre Block, and what it means for our democracy. Part of the problem is the structure by which these decisions are being taken, and much of the decision-making is being put off until after the building is closed and the workers have a better sense as to the deterioration and what needs to be done as part of the renovation and restoration, which seems problematic. That said, it’s not like there hasn’t been any debate over the whole project, lest anyone forget the weeks of cheap outrage stories over the price tag of the “crystal palace” that has been created in the courtyard of the West Block to house the House of Commons on a temporary basis.

Ditchburn goes on to lament that we haven’t had any kind of public debate over how we want the House of Commons to look, and if we want to keep the current oppositional architecture (though she later tweeted that if forced to decide, she’s probably want to keep it). I will confess to my own reluctance to open up a debate around this because it has the likelihood that it will go very stupid very quickly, if the “debate” over electoral reform is any indication. We’re already bombarded by dumb ideas about how to reform the House of Commons, with ideas like randomized seating as a way to improve decorum, but that ignores both tradition and the fact that our system is built to be oppositional for good reason, as it forces accountability, and a certain amount of policy dynamism. I’m especially leery of the coming paeans to semi-circles, and people who think that the circular designs of the Northwest Territories and Nunavut legislatures as being at all replicable in Ottawa (which they aren’t).

If I had my druthers, I’d not only keep the current oppositional format, but would get rid of the desks and put in benches like they have in Westminster, thereby shrinking the chamber and doing away with means by which MPs have for not paying attention to debate as it is, where they can spend their time catching up on correspondence or signing Christmas cards, or playing on their iPads. Best of all, it does away with the mini-lecterns, which have become a plague in our Chamber as the scripting gets worse. The reasons for why they had desks have long-since vanished into history (as in, they all have offices now), and if we want better debates, then benches will help to force them (even if it means we’ll have to learn faces instead of relying solely on the seating chart to learn MPs’ names).

Roundup: Setting a trap at committee

The use of Commons committees for performative outrage continued in fine tradition yesterday as an emergency meeting of the natural resources committee was convened, during which the Conservatives demanded that the ministers of natural resource and finance appear before them no later than Thursday with “concrete” plans for the next steps of the Trans Mountain pipeline. This, of course, is a bit of a trap, and unrealistic for any government to comply with, and yet here we were. Why it’s a trap, of course, is that when they inevitably refused and the Liberals con the committee voted it down, Andrew Scheer and his caucus could rush to the media about how outrageous it was that Trudeau was avoiding accountability for his “failure” when their demand was utterly unreasonable in the first place. But why should facts or context matter?

Now, don’t get me wrong – I do think that these ministers should absolutely appear before committee, but not for another couple of weeks, until they’ve had time to digest the Federal Court of Appeal decision, at which time they should answer for why they considered the flawed NEB report, and why they did not engage in an adequate consultation process that would meet the requirements of Section 35 of the Constitution. You know – to hold them to account like a committee should.

As for next steps, there have been boneheaded demands for a “legislative solution” that people keep tossing around, and it’s so stupid – the FCA decision specifically stated that this is a Cabinet decision to approve the licence, so you can’t legislate it into existence, nor would trying to retroactively change the legislation that the NEB was operating under when it didn’t properly scope the marine safety aspect of their report be a feasible option, because it opens all manner of cans of worms. And you most especially can’t legislate away the duty to consult under Section 35, so good luck there. The Conservatives won’t say what they’d do, let alone do differently, while the NDP continue to demand that Trudeau cancel the expansion, and have been giving this ridiculous line that they wanted a Supreme Court reference in the first place and nobody listened to them. The problem was their reference was about jurisdiction, which this decision has nothing to do with, which makes their talking point especially specious.

Roundup: Scheer plans another ego trip

Andrew Scheer has declared that in October, he and a group of MPs will head to India. While it’s not uncommon for opposition MPs to do a bit of foreign travel, particularly if they’re on some kind of committee or parliamentary friendship group, it’s a little more uncommon for them to go as the Official Opposition in any capacity (Washington DC excepted). But Scheer? He’s decided that his trip to India will be to “repair” the relationship with that country after the “disastrous” trip that Justin Trudeau made earlier this year.

Let’s unpack this a bit more. Scheer has zero diplomatic standing to do absolutely anything on behalf of the government of Canada. Add to that, I’m trying to figure out just what “damage” Scheer hopes to repair, because the only real “disaster” from Trudeau’s visit was related to Jaspal Atwal showing up at that event, which wound up being hugely overblown considering that India had allowed him back into the country and considered him rehabilitated from his former extremist views. The fact that Trudeau wore some expensive Indian clothes? The thing that people continue to underestimate/forget/ignore is that he was doing it to speak to a certain demographic in India which responds to these kinds of gestures – even if the upper-class voices that dominate their international press don’t. Trudeau didn’t lose points with that middle-class voter base in India (or the Indo-Canadian diaspora) – but that message was lost on the white press covering the trip, and given how the Conservatives reacted back in Canada (going so far as to use the insulting term of “costume,” which earned them a stinging rebuke from Liberal backbencher Ruby Sahota), they were tone-deaf to the whole thing. Was Trudeau snubbed my Modi? Not at all, and just because Modi didn’t greet him at the airport is not a snub considering that a) Canada doesn’t rank that high on his list of priorities, and b) we were greeted by an agriculture minister, who does have dealings with Canada. And on that subject, the fact that Trudeau wasn’t able to make progress on the tariffs that India imposed on pulse imports was not a “failure,” given that those tariffs were imposed for domestic political reasons (low prices due to a global supply glut, pandering to rural voters, and the fact that there has been a suicide crisis among Indian farmers for years now), and those tariffs hurt Australia more than they do Canada. But please, tell us again how those were done in retaliation for the trip. Meanwhile, Trudeau made several investment announcements and did have successful meetings with civil society groups in India. So again, I ask – what “damage” is there for Scheer to supposedly repair (for which he has zero authority to do anything about)?

We’ve seen this kind of self-aggrandisement from Scheer before with his trip to the UK to supposedly have talks about post-Brexit trade agreements, never mind that a) he’s not the government and can’t commit to anything, b) Trudeau and Theresa May already agreed to those talks once Brexit happens – because the UK legally can’t hold any talks until then, and c) he totally sold the trip with that photo of him at a red phone booth. So you’ll forgive my scepticism about this planned India trip, because it sounds dubious at best.

Roundup: Bernier still hanging on

Apparently we’re going to talk about Maxime Bernier again, because of course we are. Yesterday’s developments included a couple of new Twitter missives, and Andrew Scheer finally, finally, held a press availability to discuss the situation, in which he basically said nothing. While not condemning Bernier’s remarks yet again (thus tacitly endorsing them), Scheer said that Bernier doesn’t speak for the party, that they value diversity, and no, he won’t talk about “caucus dynamics” when it comes to whether her plans to turf Bernier from the party. But that particular dynamic may be slightly more complicated.

There are a couple of reasons why Scheer is gun-shy when it comes to flexing his leadership muscles when it comes to Bernier’s constant stream of eruptions. One of them is that Bernier has a base within the party that Scheer can’t afford to alienate. Or at least that’s the theory – Éric Grenier teases out the numbers of Bernier’s support a bit more, and he’s not really a top fundraiser, nor may his base be as big as it’s made out to be. Part of this is because a number of supporters flocked to him in the leadership because he looked like a winner, and he got frontrunner momentum. Remember that many of these people also supported Kevin O’Leary, because he looked like a winner. So there’s that. There’s also the theory that because the Conservatives have bound themselves to Michael Chong’s greatly flawed Reform Act that the leader can’t expel a caucus member, that they must do it in a vote. That’s of course more of a theoretical consideration than a realistic one, given that the Act is largely a paper tiger – there is nothing binding in it, there is no enforcement, and it was so watered down in the process of passing it that it’s less than useless (and indeed is actively harmful to how leadership politics works in this country). Not to mention, Scheer has the option of threatening not to sign Bernier’s nomination papers for the next election (something the Reform Act promised to solve then didn’t), so it’s not like Scheer is without actual levers to push Bernier out if he so chose, even if he was bound by the useless Act.

Roundup: Moe’s carbon bafflegab

Saskatchewan premier Scott Moe (or his staff) penned an op-ed in the National Post yesterday, to explain why he thinks Canadians are opposed to the federal government’s planned carbon tax. The reasons, however, are…not convincing. Nor are his counter-claims about what the alternatives are. And to be fair, almost nobody likes taxes, which is why leaders like Moe have been casting any kind of carbon price in as negative a light as possible in order to turn public sentiment against them. And we can’t ignore that most Canadians want to fight climate change like they want a pony – they say they want to do it, but don’t actually want to undertake any of the responsibility that goes with it.

As for Moe’s arguments, he decries the carbon price as a “one-size-fits-all” approach, which is bogus off the start. The price does not indicate the mechanism by which it’s implemented, whether that’s cap-and-trade or a tax, and how those systems are set up and administered can vary greatly, particularly in how the revenues are recycled. That’s why the federal government gave provinces the space to design a system that fits their particular circumstances best. So right off the start, Moe is being intellectually dishonest in his argument. And as for the stated goal of reducing emissions, a carbon price is not only about reducing emissions – it’s about giving a market signal so that major emitters can drive innovation to reduce their emissions and avoid paying it (you know, something a fiscal conservative would recognise, were Moe actually one and not a populist goof), and it ensures that everyday consumers make choices to reduce their emissions. If you see people lining up at gas stations when the price drops a few cents, imagine what price indicators mean when it comes to other behaviours.

Moe keeps pointing to his province’s investment in carbon capture and storage, which has not yet proven itself cost-effective as a technology, but ironically would be more cost-effective if there was a carbon price that would help to better monetize its value. He talks about designing an offset system that would recognise carbon sinks in agriculture, but again, having a price allows this recognition to be better tracked and monetized, which again, provides incentives. You’d think this would be elementary stuff to someone who purports to be a fiscal conservative that believes in the free market. But that’s not what Moe is (nor is Doug Ford or Andrew Scheer for that matter), and they need to justify how they’re rejecting actual fiscal conservative measures.

Roundup: A public dust-up

Late last week, as news came out that the Canadian government had been instrumental in getting a number of Syrian “White Helmets” and their families out of that country and that a number of them would be resettled in Canada, there was a bit of a public scrap between Conservatives as the party’s foreign affairs critic gave a position on the situation that Rempel hadn’t been consulted on, despite the fact that she’s the immigration and refugee critic. Her musing publicly as to whether the boys made the decision without her is one of those signs that perhaps not everyone is singing from the same song sheet in Andrew Scheer’s Conservative party – which isn’t necessarily a bad thing – but not consulting the relevant critics before freelancing an opinion to the media is a bit of a faux pas. Whether it was sexism (per Rempel’s insinuation) or just arrogance on the part of O’Toole, remains to be determined, but it was certainly illuminating for observers.

On the subject of Rempel, the Hill Times has an extensive profile of her, which is a good read that I’d encourage everyone to do. It’s a pretty fair piece, and I would suggest to people that her persona over social media is not representative of who she is as an MP. Which isn’t to say that her social media persona isn’t a problem – it very much is, particularly when she sends her followers on the attack against someone who she has a disagreement with. But that aside, she’s the kind of MP who takes the time to do her actual job of things like reading the Estimates and the Public Accounts, and who can follow debate and ask questions that aren’t scripted (and indeed, she tends to eschew talking points whenever possible). We need more MPs who take the job as seriously as she does.

Roundup: Asylum claimant dust-up

So there was a bit of a testy exchange yesterday as federal and provincial immigration ministers met in Winnipeg, and Ahmed Hussen got into a bit of a spat with Ontario’s new minister, Lisa MacLeod. Hussen objected to MacLeod (and Doug Ford) using the rhetoric of “illegal border crossers” and ginning up the same rhetoric of the Federal Conservatives that somehow refugee claimants take make it harder for legal immigrants (despite the fact that they’re separate processes and systems). This objection is not new either – Hussen has been saying this for weeks, so for MacLeod to get offended about it yesterday is being performative in the extreme – which is what she wants. With Kathleen Wynne no longer in the picture for her party to pit themselves against, they now need to make Trudeau their straw man. And when Hussen called the behaviour “un-Canadian,” MacLeod and her defenders accused Hussen of “bullying,” which is childish. But wait – it gets better. MacLeod loudly announced that the federal government should pay for these asylum claimants, while Hussen has been saying for weeks that they need Ontario to step up and find places elsewhere in the province than just Toronto to house them, and hey, they’re providing money to do just that. And then, because this wasn’t theatrical enough, Saskatchewan’s minister also refused to sign onto the communiqué from the meeting and demanded that the federal government not only pay for these asylum seekers (of which Saskatchewan has received zero), but that they should pay the full cost of all other government-sponsored refugees. Couple of things: 1) This is starting to get alarmingly close to the kinds of xenophobic populist rhetoric we’re seeing south of the border, and we should be very alarmed by that; and 2) Remember how the federal Conservatives just a few years ago cut refugee health benefits as a “deterrence” mechanism (which the courts later called “cruel and unusual”), which simply downloaded those costs onto the provinces? These are your political brethren.

Also released yesterday were the latest figures for the number of irregular border crossers, and it has plunged again. Because it’s a “crisis” that the government has “done nothing about.” Err, except they have been doing something about it, trying to stem the migrant flow at the source, and lo and behold, it seems to be working. For now, in any case. But the Conservatives continue to press for a meeting of the Commons’ immigration committee next week to rail about it.

Meanwhile, Martin Patriquin calls out the divisive and inflammatory language because it misses the actual issue at play, treating it as a permanent burden rather than a temporary state of affairs.
