Roundup: Prepared to cooperate with a committee probe

The simmering issue over the McKinsey contracts carried on yesterday as Justin Trudeau told a press conference that he has tasked ministers Mona Fortier and Helena Jaczek with looking into those contracts, and that they will cooperate with any committee investigation that may happen around them. Fortier was also on Power & Politics to praise transparency and accountability, but didn’t entirely push back when asked why Radio-Canada couldn’t see the reports when asked, though that’s unlikely to happen for most of them given that they are meant for internal consumption and not for the public, though there should be some kind of better accounting for them, such as possibly releasing an executive summary.

Meanwhile, Alex Usher has some good observations about civil service capacity and these kinds of consultants, and they’re salient. Subject matter expertise in the civil service has been waning for a while, and most civil servants now jump from department to department in search of career advancement, and executives get shuffled from department to department all the time, so you no longer have someone in an executive position who has been in that department their whole careers. That can matter in the end.

Ukraine Dispatch, Day 323:

The battle around Soledar appears to continue, as the claims by Russia and the mercenary Wagner Group continue to be disputed by Ukrainian forces who insist they are holding out and Russia is merely trying for a propaganda victory. Elsewhere in the country, Ukrainian soldiers are engaged in war games exercises near the Belarus border, amid rumours that Russian forces may try to make another attempt to cross through those borders.

Roundup: The hypocrisy around McKinsey concerns

It was a little weird yesterday, that with Justin Trudeau off in Mexico City, that a number of MPs from all opposition parties descended on the Hill to hold press conferences and send out a raft of releases, as though they all just got back to work after the holidays. (I know, they were working in their ridings, but it was just an interesting turn of events). One of the things that all of the opposition parties demanded was a parliamentary inquiry into the use of McKinsey contracts by the government. Which is fine, if a week after the raft of stories on them, and the minister of procurement says she’d be happy to turn over documents if the right committee requests them, which they haven’t, but then Pierre Poilievre, who deigned to show up in front of microphones, wondered why civil servants weren’t being allowed to do their jobs.

Ahem.

Poilievre was a former minister in the Harper government, which imposed cuts on the civil service and a lot of their capabilities, while their use of outside consultants exploded. This story from 2013 shows the rapidly increasing use of those consultants, to the tune of billions of dollars per year. This study from 2011 documents the ballooning use of these consultants to create the “shadow public service” that is being decried currently. And there can be legitimate uses for outside consultants, but the fact that Poilievre is calling on the government to let the civil service to the work is the height of hypocrisy. The utter lack of shame in his saying that is…frankly unsurprising and telling, but it’s also completely galling at the same time.

Meanwhile, Poilievre wouldn’t answer questions about his MP who refused to aid asylum seekers in his riding, but instead derided them as “illegal refugees.” Instead, he went on a rant about how the government hasn’t fixed the problems of irregular crossings, or that they haven’t renegotiated the Safe Third Country agreement with the Americans, and demanded that the government close Roxham Road, as though that wouldn’t force these asylum seekers to other, more dangerous crossing points where they wouldn’t be processed upon arrival.

Ukraine Dispatch, Day 322:

Wagner Group mercenaries hired by Russia claim that they are now in control of the salt mining town of Soledar near Bakhmut, but Ukraine says their forces continue to hold out. Russians want to control the underground tunnels around Soledar. A vocational school in Kramatorsk says that no, the Russian strike against them didn’t kill “hundreds of Ukrainian troops” as the Russians are claiming. Here’s a bigger-picture look at the fighting around Bakhmut, which is now described as a “meat grinder.”

Roundup: Releasing more F-35 deal details

All of the talk yesterday was about the big F-35 announcement, which wasn’t actually about the decision around the F-35s, but rather some of the details around dates and costs. That didn’t, however, stop every media outlet from running clips of Trudeau in 2015 saying that he wasn’t going to buy F-35s because they weren’t the right plane for Canada and the price was astronomical. Well, some things have changed since then, but primarily it was the fact that the consensus among NATO allies has been to settle on the F-35 (as flawed as it is—no, seriously, last I checked, the ejection seats will literally kill a pilot who is below a certain height/weight), and interoperability is a key function, particularly when most of their use will be over North America. Ironically, now that Sweden is joining NATO, their Gripen fighters will have to become NATO compatible, which was the other choice for Canada in this procurement.

The other thing, which is being downplayed by certain circles, is that there was an actual proper procurement process, which the Harper government didn’t engage in when they sole-sourced the F-35s the first time, on dubious advice. There are going to be questions about the industrial benefits, but as participants in the joint strike fighter development programme, Canadian firms have been part of the supply chain for a while now, so the benefits are not like they used to be in previous procurement processes. But really, this was not the same kind of regional job creation programme that the shipbuilding process was, which is not really working out well for us.

Roundup: Delaying the expansion of MAiD?

The day after the House of Commons rose for the winter break, David Lametti and Carolyn Bennett announced that they would be moving to delay the implementation of the expansion of medical assistance in dying for those who suffer solely from a mental disorder, or for mature minors with terminal conditions. The problem? The expansion date is already legislated, so they will need to pass legislation when they return at the end of January in order to make that happen, and they haven’t released any details to opposition parties about what kind of delay they’re talking about.

There are a lot of problems with this announcement. While I won’t repeat most of what I wrote in this column last week, part of the problem is that this perpetuates an unfairness for those who have an untreatable mental disorder but also have another comorbidity who can apply for MAiD while those who don’t have the comorbidity can’t, and in the process, it continues to stigmatise mental illness. That’s why the delay also goes against the Supreme Court of Canada’s finding of unconstitutionality. Meanwhile, everyone who says “mental health is health” but is pulling for this delay is making a hypocrite of themselves because you’re proving that it’s something separate. Additionally, you can’t just say the federal government shouldn’t go ahead with the expansion until more supports are offered because they cannot legislate those supports. Those have to come from the provinces, who are not bound to any federal timetable, and while yes, the federal government is negotiating a dedicated mental health transfer to the provinces, we are back to the problem of negotiating outcomes into that agreement and provinces balking at strings. We can’t divorce the fact that most of the objections to this are either socially conservatives in nature that oppose all forms of MAiD in principle, or it’s from people squeamish about mental illness and who are further perpetuating stigmatisation. I have little doubt that this is going to turn into a meltdown in February once MPs are back, and it’s going to be extremely hard on the system.

Russian forces are pounding the Donetsk region. Russia has been threatening “consequences” if the US does deliver a Patriot anti-missile system to Ukraine, without spelling out what those are, but part of the problem with America transferring the systems is that they take some 90 personnel to operate and training which they can’t provide on the ground.

Roundup: Incoherent amendments to an incoherent bill

Alberta premier Danielle Smith has announced the plans to amend her “Sovereignty Act” to take out the egregious aspect of giving Cabinet unlimited powers to amend existing legislation without through decree, and framed in a way that this was about “listening to caucus” rather than admitting that this was one giant omnishambles from the get-go. The problem is that her planned amendments…don’t actually make any sense. It sounds like they plan to send any proposed amendments from Cabinet back to the legislature to vote on, but that doesn’t make sense if you would just remove that whole section and let the legislative amendment process carry on as usual? And does it really remove the Henry VIII clause, or just add an extra step to it that would wind up being pro forma given their majority? None of it makes any sense, but considering just how incompetent she and her government are, nothing can really be surprising.

Ukraine Dispatch, Day 286:

Russians fired another barrage of missiles into Ukraine, many of them hitting the suburbs of the city of Zaporizhzhia, plus other energy facilities including near Kyiv. Two Russian airbases were hit, allegedly by Ukrainian drones, but Ukraine has not claimed responsibility for a strike inside Russian borders. Meanwhile, here’s the tale of how Ukrainian healthcare workers saved children from being deported into Russia. Elsewhere, the chief prosecutor of the International Criminal Court denounced a plan by the EU to create a UN-backed special tribunal for war crimes in Ukraine, saying that the ICC is perfectly capable of doing the job.

  • Justin Trudeau was in Ingersoll, Ontario, as the first EV rolled out of the GM factory there. There, he offered assurances about hunting rifles in the gun control bill.
  • Trudeau also said he is “extremely concerned” by reports of Canadian-made parts found in Iranian drones used by Russians in bombarding Ukraine.
  • Trudeau said that he is “watching closely” as the Americans respond to European complaints about North American protectionism in their Inflation Reduction Act.
  • In a year-ender, Trudeau says that Canadians need to be reassured about the allegations of Chinese interference in elections.
  • The COP15 biodiversity conference begins in Montreal today, which Canada is co-hosting with China (and I’m sure there’s no awkwardness there).
  • Mélanie Joly announced new sanctions on Haitian elites accused of empowering the criminal gangs in the country.
  • Sean Fraser says the federal government will fund projects to remove barriers for foreign-trained health care workers from practicing in Canada.
  • Employment data is showing that the national child care programme is having the desired effect, as more working-age women are entering the labour market.
  • The Royal Canadian Mint plans to release a special $2 circulation coin to honour the late Queen Elizabeth II.
  • Permanent residents can now apply to join the Canadian Forces.
  • Major-General Dany Fortin was acquitted of a sexual assault charge dating from 1988, and says he wants to get his career back.
  • As you may have heard, researchers at Dalhousie University predict that food prices will continue to climb by another seven percent next year.
  • A Spanish civil rights group reports that there are at least three Chinese “secret police stations” in Toronto, one in Vancouver, plus one more unknown location.
  • The Assembly of First Nations is likely to vote this week on the child welfare settlement agreement that their negotiator helped to craft.
  • Grocery oligopoly executives were at the Commons agriculture committee to push back against the claims they are driving food price inflation. (They’re not really).

Roundup: A nightclub shooting and sportwashing

There was another shooting at an LGBTQ+ nightclub over the weekend, this time in Colorado Springs. It comes after a marked increase of far-right groups targeting drag queens and trans people, and make no mistake that such rhetoric is very much leaking into Canada, and was present in the election through the People’s Party, and featured in some of the discourse coming out of the occupation in Ottawa back in February. It is having an impact here—I’ve spoken to out gay MPs who say they haven’t faced these kinds of threats in years, but now they’ve made a comeback, and this is going to mean a concerted effort to take this seriously in our politics. Unfortunately, I’m not sure how much I trust that it’ll happen, given that our current government talks a better game than they do in following through, and the Conservatives are hoovering up the far-right tactics and propaganda as a way of trying to use the far right to win votes rather than playing to the centre, and Poilievre has insulated himself from criticism on this by putting his two out MPs in his leadership team, including making Melissa Lantsman one of his deputy leaders.

With this in mind, and Trudeau’s words especially, I am curious why he and his government then chose to send a delegation, led by Harjit Sajjan, to the FIFA World Cup in Qatar, a country that criminalises LGBTQ+ people, and which is essentially a modern slave state where hundreds of migrant workers died in order to build the facilities for these games. By choosing to send the delegation (as opposed to letting Team Canada participate), they are actively participating in the sportswashing happening. Not to say that Canada hasn’t done its share of sportswashing (thinking especially of the Vancouver winter Olympics), but this is egregious, and incredibly disappointing that they made this choice.

Roundup: The full closure of 24 Sussex

News that has been years overdue arrived yesterday that the National Capital Commission is finally—finally!—closing 24 Sussex to personnel, so that they can begin abatement of things like asbestos at the site, which they’d need to do even if they decide to tear it down at some point. But no, there hasn’t been an actual decision on its future, because of course there hasn’t been, but at least they have reached this step, seven years later. But who is still there if the prime minister and family have been at Rideau Cottage the whole time? Well, for one, the prime minister’s chef still operates out of 24 Sussex (and the food is transported over by staff), likely because the kitchen in Rideau Cottage is too small for both the chef and the family, based on what glimpses we got of it during the pandemic; one assumes likewise with any other household staff. They are being relocated to another NCC property, but they won’t say where.

When this news broke, my Twitter feed was full of people outraged that the leader of the opposition has a nicer house than the prime minister, and demanded that the PM take over Stornoway instead. The reason Stornoway is in better shape was because Preston Manning refused to move in when he was opposition leader, so the NCC took the opportunity to do needed renovations that 24 Sussex never had, and no, the prime minister is never going to take it over because the property is too vulnerable, and would be a security nightmare. Never going to happen. As for those who wonder why our opposition leader even has an official residence, I say that it’s because it reflects the importance of the position in a Westminster democracy like ours, and should have status appropriate to that importance. It doesn’t matter that other Westminster countries don’t also follow that—Canada chose to value its opposition leader in such a way, and it is important, so let’s treat it as such.

Ukraine Dispatch, Day 268:

There were more Russian missiles targeting Ukraine’s energy infrastructure, leaving some 10 million people without power as winter sets in, while fighting intensified in the east as Russia tries to secure its hold on Donetsk. In liberated villages near Kherson, there are survivors talking about beatings and torture by Russians, and more graves have been found with bodies bearing signs of being tortured.

Roundup: National Remembrance ceremonies in Canada as Kherson is liberated in Ukraine

National Remembrance Day ceremonies were held in Ottawa, with some particular attention paid to it being the 80thanniversary of the raid on Dieppe, as well as some particular attention to the memory of the Queen, who was herself a veteran of the Second World War.

Of course, someone had to be churlish and parochial today, so the Conservatives put out a press release denouncing the fact that Justin Trudeau was absent, because he’s on his way to an important summit in Asia. And he met with troops in New Brunswick yesterday, and during his refuelling stop in Alaska. And yes, Stephen Harper also missed several Remembrance Day events because of foreign travel, so the complaints about Trudeau are not only weird and hypocritical, but they’re indicative of the fact that the Pierre Poilievre has just hired an avowed shitposter as his director of communications, and this level of juvenile partisan sniping is what we can expect more of in the coming days because this is exactly what he thinks is going to speak to Canadians.

Ukraine Dispatch, Day 262:

Ukrainian special forces arrived in Kherson to a hero’s welcome, but the real work begins now of trying to deal with the landmines the Russians left behind in the city. There are also concerns about “sabotage operations” by Russian troops in civilian clothes. Kherson is strategic because it allows Ukraine to control fresh water flowing to occupied Crimea, and keeps Russian control out of the southern part of the country in an attempt to keep the land bridge to Crimea.

Roundup: Play stupid procedural games, win stupid procedural consequences

My patience for the stupid procedural games being played in the House of Commons is wearing incredibly thin as Liberal House Leader Mark Holland is moving a motion to extend sitting hours to midnight. Now, this would be fairly normal for the last four sitting weeks of the year, but Holland is moving the motion to extend until June. *sighs, pinches bridge of nose* Holland claims it’s because the Conservatives are being obstructionist, and putting up long speaking lists for every bill, so he’s going to accommodate them, and the Conservatives are saying that it’s their job to have vigorous debate on every bill, but this is beyond excessive. (The NDP are also in favour of this, because they too have essentially had a policy of talking every bill to death for the past decade or so). But that should make everyone happy, no?

Of course not. Andrew Scheer is, not incorrectly, pointing out that midnight sittings take resources (read: interpreters) away from committees, and calls this the Liberals trying to kill accountability by stealth. That’s one interpretation, but one could also say that it’s the consequences of the Conservatives decision to fill up the speaking lists like they are. And it’s all so unnecessary. This insistence of filling up speaking lists and having MPs read canned speeches into the record for hours on end is a particularly Canadian phenomenon, and it’s a symptom of our politics being treated un-seriously. It’s stupid gamesmanship that started years ago, and it gets worse with each passing parliament, and we need to stop it. The fact that Holland and Scheer are now exacerbating it even more as a kind of brinksmanship is killing our democracy, and MPs need to grow the hell up, on all sides of the Chamber.

Roundup: Sloly, Day Two

It was another firehose of news out of the Emergencies Act public inquiry for the second day of former Ottawa police chief Peter Sloly’s testimony. Sloly lashed out at RCMP Commissioner Brenda Lucki and then-Public Safety minister Bill Blair for not giving him the resources he needed, even though they were reluctant to give over resources without any kind of coherent plan in place (which is, frankly, reasonable), nor was Sloly following proper procedure for requesting additional resources under the Ontario policing legislation. Sloly also repeatedly contradicted documentary evidence, and attributed attacks against him to be rumours. There was some pretty disturbing stuff about how Navigator was involved in the decision-making, and how they were essentially testing how different parts of the city would react to actions to clear the occupation, which is a really, really questionable way for police to make decisions about how they’re upholding laws.

Meanwhile, we also got a look at the “intelligence” that the occupation was operating on, as a self-styled “expert” compiled these reports for organisers which are replete with fanciful notions of the Trudeau government trying to make this a Tiananmen Square-style event to crush dissenters. No, seriously. Other documents show that the RCMP union felt the decision to allow the trucks to park near Parliament Hill represented an unacceptable risk, and how they were preparing to respond to the request for their services. Other texts tabled with the inquiry show Marco Mendicino’s office trying to come up with a communications strategy before the convoy arrived and began the occupation.

Elsewhere, Doug Ford goes to court today to try and keep from testifying at the public inquiry. Justice Rouleau, who leads the inquiry, is seeking to have that application dismissed, saying that Ford is overstating his parliamentary privilege to avoid having to testify. But while Ford claims he’s too busy to testify, he spent yesterday putting out folksy pumpkin-carving videos, so yeah, that’s going to be a problem.

Ukraine Dispatch, Day 251:

More heavy Russian bombardment of Kyiv has cut most power and water in the city, as the plan to try and demoralise the capital continues. Other cities were hit as well, and one missile that the Ukrainians shot down fell into a border city in Moldova, though no casualties resulted. Russia is claiming retaliation for attacks on their ships in the Black Sea, though Ukraine denies attacking them.
