Roundup: Not recognizing one of our most important events

Yesterday was Statute of Westminster Day, but you wouldn’t actually know it given how little attention it receives. My Apple calendar does mark the occasion, but how many people understand its significance? And they should, because it was probably the most significant development in our country’s constitutional history—arguably more significant than confederation itself, or of patriation in 1982. Why? Because the Statute of Westminster in 1931 was the creation of the Crown of Canada, as a separate and distinct entity from the Crown of the United Kingdom.

This matters because it gave us control of our own foreign policy, and domestically, it centred the Governor General as taking advice only from the Canadian prime minister, no longer reporting to the UK’s foreign office like they used to do. There are fewer developments that are more important in how we have been able to operate independently as a sovereign country with our own sovereign at the head. So how did the various political parties mark the occasion, particularly in a year where the Crown of Canada has been in focus because of the transition to the new King?

Only the Conservatives put out a statement, and it didn’t even mention the Crown of Canada. So, that’s where we are. One of our most important constitutional developments as a country, left by the wayside. It’s a sad indictment of our history and civics knowledge that this happens year after year.

Odessa is mostly in the dark after Russian attacks, and it could take a month to restore their power grid. As the battle in the eastern part of the country grinds on, the city of Bakhmut is essentially destroyed. And a month after being liberated, Kherson is still in the process of clearing the booby-traps Russian forces laid for civilians in the area.

Roundup: A couple of not-that-scathing reports

The Auditor General released two reports yesterday on pandemic befits programmes and vaccine procurement, and they were…not explosive. Really. There were weak spots from the government, in large part because of the haste in which these programmes were designed because of the pandemic, and some inefficiency, but on the report about vaccines, part of the problem with wastage is because of a lack of provincial data, because the federal government hasn’t been able to sign agreements with the provinces. And as we’ve seen all too often, this is the fault of the provinces.

Nevertheless, the Conservatives were salivating over this release and put on a whole dog and pony show to decry that this was a sign that this government’s “wasteful spending” is what is fuelling inflation, which isn’t true, but this is the narrative they have been trying to push, and these numbers were ripe for the plucking. And as they do with every other officer of Parliament, they misconstrued the report, cherry-picked figures, and cranked up the hyperbole, and lo, this was scandalous. But that’s not what the report found. And it also ignores that they voted unanimously to design the benefit programmes this way because it was more important to get the money out the door.

Ukraine Dispatch, Day 287:

Another drone strike within Russia set a third airfield ablaze, though the Ukrainians have not claimed responsibility for the attack. (Video here) More Russian missiles did strike civilian targets in Ukraine, but they were said to be less severe than other attacks in recent weeks. The strikes against Russian airfields have Russian bloggers questioning the competence of their government’s defences.

Roundup: No, LNG sales aren’t being blocked

It seems that Pierre Poilievre, and by extension other members of his caucus like Michael Chong, are trying to sell another false narrative to the Canadian people, and this time, they are claiming that the prime minister is “blocking” LNG sales to Germany. This is patently false, but that’s not surprising considering that this is coming from Poilievre, and he is without any sense of shame when it comes to outright lying at all times. His “proof” is a National Post article with a framing device claiming that Canada “snubbed” Germany on LNG, so they are signing a deal with Qatar.

The federal government has not blocked any LNG projects. We did not “snub” Germany either because they know full well we don’t have the export infrastructure, and by the time we could build it, it would be too late for Europe, hence why they came looking for hydrogen and got it. It wasn’t the government blocking any LNG terminals from being built—it was the market. There is very little supply along the East Coast to try and tap into for supply for export (indeed, there is one import terminal in New Brunswick), so unless you’re piping it all the way from Alberta or the United States, at an increased cost, there has been little sense in constructing it (and no, fracking is not going to happen in New Brunswick). There are terminals being constructed on the West Coast, where there is supply, but they are still being built, because it took a long time for them to secure the export contracts to make construction viable. If Trudeau was really “blocking the sale” then why would these projects still be allowed to proceed? It makes no sense.

There is also the consideration that Canadian LNG is more expensive than that coming from Qatar, which is a large part of why it has been unattractive to the European market (especially when it was coming pretty cheaply from Russia). It’s why most of the proposals aren’t getting off the ground–these projects won’t make their money back for thirty or forty years, by which time we will be deep in decarbonizing and reaching Net Zero targets. Even if we could somehow build an export terminal and a pipeline to supply it, the market for the product is likely to rapidly decrease, which means we’d be stranding those assets and have billions of dollars in these terminals going nowhere. The market doesn’t want to invest for a reason, and it’s not the Canadian government.

Ukraine Dispatch, Day 283:

In a rare admission, a top aide to president Volodymyr Zelenskyy says that between 10,000 to 13,000 Ukrainian soldiers have been killed since Russia’s invasion began in February. (The Russian losses have been much higher). The International Atomic Energy Agency says a deal aimed at safeguarding the Zaporizhzhia nuclear plant is almost completed. Roundup: Sanctimonious outrage over unsavoury characters

There was another bout of sanctimonious outrage in the House of Commons yesterday as a notorious Holocaust-denier attended an event put on by MPs of the Canada-Palestine Parliamentary Friendship Group, and the Conservatives (and Melissa Lantsman in particular) demanded apologies and denunciations. While at least two Liberals, Salma Zahid and Omar Alghabra, denounced, there hasn’t been much of an apology, but noted that said denier was not invited, but that an open invitation went out to the Palestinian community and he was one of 150 or so who showed up. One would think that with a topic as sensitive as solidarity with the Palestinian people that there would have been more of an emphasis on ensuring that someone like this didn’t show up, but they didn’t. In QP, Alghabra was not incorrect in noting that they can’t control the attendance at every public event and that sometimes unsavoury people will show up, which is true—but again, you should know with an event like this that it’s going to attract certain characters, and to beware.

What is rich, however, is that when far-right extremists showed up at Pierre Poilievre’s rallies, or when he cavorted with the occupiers on Parliament Hill in February, or when he went on that walk with members of Diagalon, that he and his caucus insisted that he couldn’t be held to account for those people showing up. And lo, they have a different standard when it happens to others. It’s something of a pox on all their houses situation—the MPs who hosted the Palestinian event should have been more careful, and headed off trouble when they saw who showed up, while the Conservatives need to own when they were attracting extremists, and consorting with them. But I have little doubt that either side will own this, and the sanctimonious outrage will continue, back and forth from each side, in perpetuity.

Ukraine Dispatch, Day 282:

Russian shelling has taken out power in over a third of recently liberated Kherson, and Ukrainian officials are reiterating their call for civilians to relocate for the time being. Meanwhile, here’s a look at the grinding battle near Bakhmut, whose strategic importance is questioned, but nevertheless, the well-fortified Ukrainians are exacting a heavy toll from Russian forces, even though it is costing between 30 to 50 Ukrainian casualties per day.

Roundup: The false binary in MAiD coverage

The stories about the hearings on expanding the Medical Assistance in Dying regime continue apace, complete with lurid tales of people threatening to access MAiD for reasons of poverty rather than because they want to die at this particular moment of whatever condition they suffer that makes them eligible, and almost all of them frame it as the federal government forcing people to die. Althia Raj’s latest column was literally titled “Why does the Trudeau government leave people no option but to take their own lives?” before it was changed several hours later, which may or may not have been because I pointed out the fact that disability supports and housing are provincial responsibilities and not the responsibility of the federal government, who are concerned only with the Criminal Code prohibitions against providing MAiD.

Once again, provinces are being let off the hook for their own responsibilities to care for these vulnerable people. In all of the cases going to the media, it’s over areas that the province should have been responsive to, but we also know that they have been in the business of legislating poverty for those who require disability supports, so it’s not a surprise, but it’s not something the federal government can just swoop down and fix. Yes, they have committed to their disability benefit, which is still in still at committee and will take time to implement because of the complexity of dealing with provincial programmes and most especially ensuring that any federal benefits don’t mean that provincial ones are clawed back (like several provinces did with CERB payments, because again, they are legislating poverty), but even this federal support does not make it a federal responsibility, nor should it impact the considerations for the Criminal Code provisions around providing MAiD to those who request it. That road leads to “perfect world” thinking, where people will be made to suffer needlessly because premiers can’t do their jobs. (Full disclosure: My mother accessed MAiD when she had terminal cancer, and was afforded a good and dignified death).

I also think that there is a growing media ethics problem where we are seeing an increasing number of these stories with either unverified accounts of people who accessed MAiD for seemingly illegitimate purposes (though they obviously had a qualifying condition), or those who are taking to the media to threaten to access MAiD if they can’t get supports they need, as is the case cited in Raj’s column. The framing of these stories is often badly flawed, the facts usually unclear, and frankly, it is emboldening people to use the lurid threats of suicide (albeit medically assisted) in order to draw attention to their plight. Media outlets need to start reconsidering how this is being covered, because the number of these stories appears to be on the rise, and it doesn’t help anyone when things are covered in such a way.

Ukraine Dispatch, Day 272:

The damage to the electrical system in the country has president Volodymyr Zelenskyy urging Ukrainians to conserve electricity where possible and to think about options that will help them wait out long outages. He also said that people from liberated Kherson can apply to relocate to places where security and heating issues are less acute, considering how much of Kherson’s civilian infrastructure was destroyed. Roundup: The full closure of 24 Sussex

News that has been years overdue arrived yesterday that the National Capital Commission is finally—finally!—closing 24 Sussex to personnel, so that they can begin abatement of things like asbestos at the site, which they’d need to do even if they decide to tear it down at some point. But no, there hasn’t been an actual decision on its future, because of course there hasn’t been, but at least they have reached this step, seven years later. But who is still there if the prime minister and family have been at Rideau Cottage the whole time? Well, for one, the prime minister’s chef still operates out of 24 Sussex (and the food is transported over by staff), likely because the kitchen in Rideau Cottage is too small for both the chef and the family, based on what glimpses we got of it during the pandemic; one assumes likewise with any other household staff. They are being relocated to another NCC property, but they won’t say where.

When this news broke, my Twitter feed was full of people outraged that the leader of the opposition has a nicer house than the prime minister, and demanded that the PM take over Stornoway instead. The reason Stornoway is in better shape was because Preston Manning refused to move in when he was opposition leader, so the NCC took the opportunity to do needed renovations that 24 Sussex never had, and no, the prime minister is never going to take it over because the property is too vulnerable, and would be a security nightmare. Never going to happen. As for those who wonder why our opposition leader even has an official residence, I say that it’s because it reflects the importance of the position in a Westminster democracy like ours, and should have status appropriate to that importance. It doesn’t matter that other Westminster countries don’t also follow that—Canada chose to value its opposition leader in such a way, and it is important, so let’s treat it as such.

Ukraine Dispatch, Day 268:

There were more Russian missiles targeting Ukraine’s energy infrastructure, leaving some 10 million people without power as winter sets in, while fighting intensified in the east as Russia tries to secure its hold on Donetsk. In liberated villages near Kherson, there are survivors talking about beatings and torture by Russians, and more graves have been found with bodies bearing signs of being tortured.

Roundup: Ford omitting the accountability part

Justin Trudeau met with Doug Ford at Queen’s Park yesterday, and Ford says that they are on the same page about the urgent need for healthcare reform, and that the status quo isn’t working. But what I find interesting is that Ford didn’t go into any details, the prime minister did put out a readout of the meeting later in the evening, and yes, healthcare was mentioned, but in a somewhat different context than what Ford told reporters after the meeting”

“They also spoke about pressures on the healthcare system and the importance of funding and accountability to deliver for Canadians. The prime minister emphasised that the Government of Canada is committed to continue working with provinces and territories to support public health systems that deliver quality healthcare for all Canadians.”

The use of accountability stood out for me, because this is what the federal government is pushing—ensuring that any future health transfers go to the healthcare system, and not a tax cut or to pad a province’s surplus like they did with the billions of dollars in pandemic aid that provinces were given. The premiers continue to balk at this, but we’re not all blind and dumb, and we can see them rolling around in money (Alberta and BC both announced higher-than-anticipated surpluses), so them not investing in their own healthcare systems when they obviously have the money to do so is not going to endear them to the federal government as these talks continue.

Ukraine Dispatch, Day 188:

The supposed counter-attack around Kherson has seen explosions of ammo dumps and bridges, but it remains difficult to see what is going on there. Russia claims they repelled the attack and caused hundreds of casualties, but they have lied about absolutely everything in this whole invasion thus far, so they are unlikely to be reliable sources. Russian forces elsewhere continued shelling the port of Kykolaiv, as well as Kharkiv in the north. Meanwhile, the International Atomic Energy Agency inspectors will need to cross an active battlefield to reach the Zaporizhzhia nuclear plant.

Roundup: Giving Dean French undeserved credibility

In an attempt to keep litigating the “revelation” from court documents that there was a “potential breakthrough” with the occupation in Ottawa in advance of the invocation of the Emergencies Act, the CBC credulously brought the “negotiator, Dean French, onto Power & Politics to give his side of the story. It was a complete gong show. French was self-aggrandizing while trying to appear faux-humble, and insisted he wasn’t taking sides when he clearly was, particularly in repeating the patent horseshit from former Newfoundland and Labrador premier Brian Peckford, who spent the occupation claiming he’s the last living signatory of the Charter of Rights and Freedoms (he’s not), and that the public health measures violated the Charter and that the government was operating illegally (they’re not, and the courts have pointed out that those measures are saved under Section 1 of the Charter, which is reasonable limits in a free and democratic society). Yet there was French, unchallenged by the host of the show, repeating these claims from Peckford in justifying his assertion that the government was in the wrong. It’s also patently absurd on its face that French’s negotiations would have done anything about the occupation—shifting a few trucks from residential streets and packing them even tighter onto Wellington was not any kind of solution, not that there was agreement among the occupiers on even doing this much. That was not a solution, because the occupation would still have been in place, and the occupiers would have continued to terrorize the residents and businesses in the area. There was no “breakthrough” to be had, and I cannot believe that CBC would go along with the fiction that there was. No, wait—I do believe it, because they uncritically both-sides everything, just like they did with this French interview, and even more to the point, gave French credibility in this. (French, for those of you who may not be aware, was Doug Ford’s initial chief of staff who was forced to resign because he was handing out government appointments to unqualified people with whom he had a lacrosse connection. And yes, I’m being completely serious). The complete lack of critical thinking on the part of P&P’s producers and host when it came to this interview, or the choice they made in pursuing this losing line of inquiry is particularly troubling. Credulously both-sidesing is not journalism—it’s stenography, and that is costing us our democracy.

 

Ukraine Dispatch, Day 176:

Ukrainian forces say they beat back a Russian attack in the southern region of Kherson, while Russian forces shelled the city of Kharkiv in the north, killing more civilians. This as the UN Secretary General is set to meet with president Volodymyr Zelenskyy in the western city of Lviv. Meanwhile, it sounds like Russia sacked the head of their Black Sea fleet after the recent explosions in Russian-occupied Crimea, and that they have relocated more of their planes and helicopters either deeper in the peninsula or into Russian territory.

Roundup: UCP contest finds new lows

As the UCP leadership race in Alberta meanders through clown town, outgoing leader Jason Kenney took a slightly bold step, and called Danielle Smith’s “Sovereignty Act” proposal “nuts,” which is an interesting enough intrusion in the race. But, because this is Kenney, he then took it a step too far and spouted a bunch of nonsense about the lieutenant governor not signing it, and no, that’s not how this works. There is pretty much no ability for an LG to refuse to sign legislation post-Statute of Westminster, because they aren’t reporting to the foreign desk of the Imperial government in Britain. Federal powers of disallowance may still be on the books, but have for all intents and purposes gone extinct because we have courts that have the power to strike down laws, and yes, that does matter. So you can bet that if Smith were to win said contest, and did manage to somehow pass said bill without a full-on caucus revolt (because it’s sheer, unconstitutional lunacy), you can rest assured that said bill would be immediately challenged in the courts, if not outright referred to the Supreme Court of Canada by the federal government, where it would summarily be struck down, likely in a ruling from the bench because it is so blatantly unconstitutional on its very face. So we have both Smith and Kenney in the wrong here, and this contest just keeps finding new lows.

Ukraine Dispatch, Day 173:

Russian troops spent the weekend shelling the cities of Nikopol and Kramatorsk, as well as claimed the village of Pisky on the outskirts of Donetsk province. This as Ukrainian forces were continuing their counter-offensive in the south, striking the last working bridge over the Dnieper River, cutting off Russian supply lines. Ukrainians also say that they are targeting Russians that are firing near or from the Zaporizhzhia nuclear facility, and are accusing Russians of using it as a shield. As well, here is a look at Ukrainian drone pilot training, where video game skills are a welcome addition.

Roundup: Cancelled committees because of the human toll of hybrid sittings

It is now approximately day ninety-three of Russia’s invasion of Ukraine, and Russian forces have shelled more than 40 towns and villages in the Donbas region, while they try to encircle Severodonetsk and Lysychansk. It also sounds like Russia has lifted the age restriction for voluntary military service, which gives you a hint that they need more troops because the invasion has not gone well for them. President Volodymyr Zelenskyy is asking Western allies for rocket systems to repel Russian forces from the Donbas, before the cities and towns in the area become “uninhabited.”

Closer to home, it looks like the realities of the finite resource of Parliament are finally starting to hit for MPs and senators, and more and more committee meetings are being cancelled as there simply aren’t enough interpreters to go around, exacerbated by late-night sittings, and more than anything, the fact that they keep finding excuses to extend hybrid sittings no matter that they know full well that the use of Zoom is causing injuries to the interpreters, and most of them know that they can’t simply hire more as there are no more to hire. They literally cannot graduate enough to replace the ones who are retiring or whose injuries are forcing them from the workplace (especially as they risk permanent hearing loss). And MPs simply don’t care. Worse, they passed a motion last week to create yet another special committee, as if they had the resources to do so. Because they don’t care. It’s all about show, whether that’s the Liberals and NDP patting themselves on the back for being “good examples” of working from home, or the Conservatives’ constant filibustering and wasting of time that drags out proceedings, which taxes the interpreters even further (and isn’t helped by the fact that they refuse to wear masks in the Chamber).

I’ve stated this before, and I’ll keep saying this—it is morally reprehensible for MPs and senators to keep demanding hybrid sittings when they know the human cost it takes on the interpreters. They could easily organize themselves in safer ways to have in-person meetings, which won’t strain the interpreters, and that they could have something that resembles normal operations as a result, but they refuse, because too many of them have grown to like the hybrid sittings, so that they don’t have to travel. Who cares if a human being is suffering injuries and facing the possibility of permanent hearing loss? That MP doesn’t have to travel, so that’s what counts. It’s absolutely unconscionable, and they should be shamed for it.
