Roundup: Trades and red tape

Day fourteen, and the leaders continued to fan out across the country to sell their messages in the shadow of the Americans facing an economic collapse thanks to their tariffs. Mark Carney was in Oakville, talking about skilled trades—providing training grants of up to $8000 for skilled trades, plus working with provinces to establish more spaces in trades colleges, and expanding labour mobility tax deductions. Carney also talked about the tough days we are facing ahead, thanks to Trump, and notes that he has been there before with post-Brexit Britain.

Pierre Poilievre was in Oosyoos, BC, to promise a reduction of “25 percent of red tape” within two years, which is a weirdly specific number, that doesn’t say much about what kind of regulatory burden is being lifted (but it certainly doesn’t look like it’s going to be cleaning up the tax code, which is one of the biggest drags on business). Poilievre will be in New Westminster, BC, today.

Jagmeet Singh was in St. John’s, Newfoundland and Labrador, and promised that everyone would have a family doctor by 2030, which is a) a provincial responsibility, and b) promising provinces a 1 percent top-up on transfer payments to make it happen is incredibly naïve. Today, Singh will be in Halifax and Dartmouth, Nova Scotia, and end the day in Montreal to appear on Tout le monde en parle.

Oh, NDP. As usual this is 100% provincial jurisdiction, and your promising an extra 1% bonus to transfer payments for complying is hopelessly naïve. Provinces have proven themselves unable to be swayed by carrots when it comes to healthcare dollars.

Ukraine Dispatch

At least three people were injured in an overnight missile attack on Kyiv. As well, three others were injured in an attack on Mykolaiv. President Zelenskyy met with British and French military leaders to talk about a potential multinational peacekeeping force deployed to Ukraine if a ceasefire happens.

Roundup: Unrealistic Ring of Fire promises

Pierre Poilievre was in Sudbury to pronounce that if he forms government, he’ll set a deadline of six months to approve any federal permits for mining in the “Ring of Fire” region in Northern Ontario, and put $1 billion toward connecting roads in the region to the highway network (to be paid for by cuts elsewhere). Absent from his pronouncement? Any representatives of the First Nations in the region, for whom consultation and cooperation is necessary (and yes, most of the First Nations in the region were not thrilled when they heard this). Poilievre says that there aren’t shovels in the ground because the Liberals have a “keep it in the ground” mentality, which is hard to square with the fact that they have been moving ahead on plenty of other critical mineral projects that are better connected to existing infrastructure, the pipeline they bought to get oil to tidewater, and the fact that oil and gas production are at record highs. So much keeping it in the ground! He also didn’t learn a single gods damned lesson from the Harper years, where trying to slash the review process for big projects only meant that they wound up in litigation.

Meanwhile, a group of energy sector CEOs are demanding that, because of the trade war, the federal government use “emergency powers” to approve more resource (mostly oil and gas) projects, which seems hard to square with the fact that a) there isn’t much in the way of emergency powers that could be deployed, let alone that could affect provincially-regulated projects; b) that they are vague on the market for these products if they’re not going the US, particularly as there is little in the way of cross-country pipeline infrastructure or the fact that the East Coast isn’t going to want to pay a premium for western Canadian oil; or c) the changing energy market means that they seem to be advocating to build a bunch of assets that would be stranded before too long. As this is going on, Danielle Smith is trying to pass yet more unconstitutional/useless legislation to prevent the federal government from acquiring oil companies’ data for their planned emissions cap, because yes, everything is that stupid.

On a related note, you have farmers and Saskatchewan premier Scott Moe urging capitulation to China in order for them to lift their canola tariffs, which were placed in retaliation for the EV tariffs (which in turn were done at the Americans’ behest under Biden in order to protect the EV industry they were trying to build from Chinese dumping). Well, China just executed four Canadian dual-nationals on drug-related charges, in spite of pleas by the Canadian government for clemency. It’s a message that they’re not looking to seek our favour in spite of the fact that Trump has turned against us (and his other allies). Caving to China on this canola issue is not going to work out well in the long term, because they know this is a pressure point that they can exploit. They have exploited it in the past, and it’s why they’re doing so again, and if we cave again, they’ll just move the goal posts and make more demands of Canada that will be harder and harder to resist.

Ukraine Dispatch

Russia claims that Ukraine is trying to sabotage the moratorium on striking each other’s’ energy facilities after a drone strike on an oil depot. Ukraine also attacked an airfield near a Russian strategic bomber base in southern Russia. Russia and Ukraine each swapped 175 prisoners, one of the largest exchanges to date.

QP: Revisionist history about CEBA

Neither the prime minister nor his deputy were present, and neither were most of the other leaders. Pierre Poilievre led off in French, and he raised the Auditor General’s report, and the $3.5 billion that was given to businesses that didn’t qualify for the CEBA loan programme, and the fact that the government subcontracted out its administration, claiming this was a loss of control and corruption. Rechie Valdez, in English, retorted that during COVID, Poilievre said that they don’t believe in these kinds of supports, while the government stood up for small businesses. Poilievre said that this report shows that he was right all along, and Arif Virani, in French, listed the help they have given businesses, including the carbon levy rebates (finally) being returned to them and the GST “holiday” (which most businesses are not really thrilled about). Poilievre switched to English to repeat his first question, and Valdez cited Conservative MPs who wrote her office to advocate for the loan programme. Poilievre said his members champion constituents who are eligible for the programme, not those who weren’t, and pivoted to another report on food insecurity, and misleadingly blamed the carbon levy. Jenna Sudds praised the work of food banks and cited from the report that praised government efforts for seniors. Poilievre cited the faux talking point about food price increases in Canada versus the U.S., and demanded once again to kill the carbon levy, and Karina Gould cited the ways he has voted against Canadians, that they gave him an opposition day to make his case and he turned it down, which was a sign of his own weak leaders.

Alain Therrien led for the Bloc, and raised the Auditor General’s report that they are not tracking the data for support for seniors, and used this to demand more aid for them. Steven MacKinnon retorted that the Bloc have voted against seniors at every opportunity. Therrien again demanded more aid for seniors, and MacKinnon again listed programmes that the Bloc voted against, calling it “shocking.”

Alexandre Boulerice rose for the NDP, and in French, worried about the Trump tariffs and accused Trudeau of coming home empty-handed. Dominic LeBlanc agreed the tariffs would be destructive, which his why they spoke to their American counterparts about the integration of the economy. Blake Desjarlais repeated the same in English, and LeBlanc responded much the same way.

QP: Trotting out a Canada First™ slogan

In the wake of the panic over the first Trump 2.0 pronouncement about Canada, the PM was present for QP, though his deputy was not. All of the other leaders were presented for a second day in a row, and Pierre Poilievre led off in French, and immediately demanded a “Canada First™” plan for the border and security, and claimed the government had no plan other than a Zoom call, and blamed Trudeau for the “chaos” at the borders. Justin Trudeau responded that he had a good call with Trump last night and that he underscored how well they have worked together for decades in order to create prosperity for all, and insisted that they would always defend Canadian jobs in an non-partisan way as a team. Poilievre said the call didn’t work because Trump threatened with tariffs a few minutes later—not true—and brought up softwood lumber and Buy America, and claimed Trudeau had not gotten any gains for Canada, and claimed Trudeau broke the immigration system. Trudeau said that there are international students who come to Canada, and after they complete their studies, they return home in the majority of cases, and they have a system when they don’t return, and praised their latest immigration changes. Poilievre switched to English to again demand a ”Canada First™” approach, and claiming that Trudeau didn’t have a plan other than a Zoom call, and listed a number of specious issues. Trudeau again noted that he did speak with Trump, and that they had a good conversation and that he was working with the premiers. Poilievre again claimed that the tariff announcement was after Trudeau’s call, and then lent credence to Trump’s nonsense about drugs and the border. Trudeau noted that Poilievre was making stuff up, that the call was after the announcement, and that it was time to work togetherness rather than engage in partisanship. Poilievre, flailing, tried to claim that the timing was somehow worse, and then claimed that Trudeau was putting a “tariff on jobs” and demanded tax cuts and an end to the carbon levy. Trudeau said that again Poilievre was making stuff up, and if he wanted to re-criminalise marijuana, he should just say so.

Yves-François Blanchet led for the Bloc, noted the disruptions all around, and wanted the “rebate” cheques extended to seniors. Trudeau noted that everyone gets the tax cut, but talked around the issue with somewhat hollow platitudes. Blanchet wanted the threshold for the cheques pulled down so seniors could get the cheques, and Trudeau noted that people are struggling in different ways, and listed programmes to help like child care, dental care, and enriched OAS and GIS.

Jagmeet Singh rose for the NDP, and demanded a plan to fight back, because bullies only respect strength. Trudeau said that rather than panicking, they are engaging in constructive dialogue with all sides, and that they will stand up for jobs and prosperity. Singh repeated his demand in French, and Trudeau reiterated that they are need to take action in a way that isn’t out of panic.

QP: Full of shameless slogans

It being Wednesday, proto-PMQ day, the prime minister was present, while his deputy was elsewhere. All of the other leaders were also present, and for a second day in a row, before things could get started, a new MP was introduced to the Chamber, this time for the NDP. Pierre Poilievre led off in French, and he worried about a recent report on housing costs in Montreal, and demanded an election. Justin Trudeau said that slogans don’t build homes or meet Canadians’ needs, and that meant hard work, in partnership with municipalities. Poilievre took undue credit for conditions when he as “housing minister,” and made a list of false claims to demand an election. Trudeau said that the Conservative don’t really want to cut taxes because they voted against removing the GST on rentals, and didn’t have a plan. Poilievre kept going in French to denounce capital gains taxes before switched to English to demand an election. Trudeau, in both languages, said they are asking the wealthiest to pay a little more to build more housing. Poilievre claimed that New Brunswick was challenging the carbon levy in court (not actually true), and demanded an election. Trudeau pointed out that provinces have all lost at the Supreme Court when challenging the levy, and they won three elections on the carbon price. Poilievre read the bullshit from Scott Moe that the carbon levy means firing teachers and nurses, and again demanded an election. Trudeau said that Poilievre wants to abandon the fight against climate change and take away the rebates people rely on.

Yves-François Blanchet led for the Bloc, and claimed that the seniors minister said that the seniors groups on the Hill yesterday were separatists. Trudeau said that the government was already there for seniors, and that they weren’t interested in petty partisan games. (Well…) Blanchet note that the House of Commons, in different capacities, has voted for their OAS bill (which is ultimately not voteable) and demanded the PM bring his minster to order. Trudeau trotted the various times the Bloc vote against seniors.

Jagmeet Singh rose for the NDP, and blamed the federal government for rental increases by “corporate landlords.” Trudeau noted the things the government was doing for affordable housing. Singh then worried about unsuitable housing for Indigenous people, decrying delays, and Trudeau noted the tripling of investments and that they are investing with Indigenous communities, and that they were actually delivering.

QP: Fighting to claim who loves seniors most

The first day back after an extended weekend, and the prime minister was in town but absent, while his deputy was there. Most of the other leaders were also away, and this was the Bloc’s Supply Day and the Conservatives were about to have the vote of their latest non-confidence motion, so that was going to set the stage for what was to come. Before things got underway the Bloc’s newest MP got introduced to the Chamber to take his seat. Speaker Fergus then gave another admonishment for MPs to behave, as though that was going to do anything.

Once things got started, Pierre Poilievre led off in French, and rattled off some slogans that claimed to be in the defence of seniors. Chrystia Freeland said that seniors remember that Stephen Harper went off to Davos to raise the age of retirement, and that they government introduced child care for the benefit of their grandchildren. Poilievre then took a swipe at the Bloc before demanding an election. Jean-Yves Duclos pointed out that Poilievre picked fights with municipalities. Poilievre switched to English to spin a tall tale about Mark Carney, calling him a walking conflict of interest. Freeland said that they are glad to get advice from former central bankers like Carney and Stephen Poloz, while the Conservatives get their advice from Elon Musk and Tucker Carlson. Poilievre then raised Blaine Higgs’ doomed promise to try and challenge the carbon levy in the courts again (who will promptly tell him to pound sand), and demanded an election. Freeland pointed out their announcement from this morning about the small business carbon levy. Poilievre then switched topics again, this time other Israel’s right to defend itself. Mélanie Joly says that they condemn Iran’s attacks, which will only further escalate the region, that she contacted her Israeli counterpart this morning and other regional counterparts, and that the war needs to stop.

Alain Therrien led for the Bloc, and listed seniors groups on the Hill before demanding support for their OAS changes. Steve MacKinnon listed all of the measures for seniors that they voted against, saying their hypocrisy was shocking. Therrien made the demand again, pointing out it’s International Seniors Day, and MacKinnon prevaricated by wishing seniors well on this day, before returning to the his points about what the Bloc voted against.

Lori Idlout appeared by video to demand more funding for First Nations, particularly things like fire services. Patty Hajdu says they have invested $136 million for First Nations self-determined fire safety priorities. Leah Gazan demanded better healthcare access for First Nations. Hajdu says that there were $2 billion in the recent transfers earmarked for Indigenous self-determined priorities.

QP: The Bloc have demands—or else!

The prime minister was off at the UN in New York, leaving his deputy to attend QP in his stead, and only some of the other leaders were present as a result. Speaker Greg Fergus started off with a warning about behaviour and questions that relate to the administration of government, and said that he would have more to say on it later, but he hoped for better from MPs. Andrew Scheer led off by rattling off a list of slogans, before concern trolling about tent cities and food banks, and claimed that the government’s solution was for people to pay more taxes, which is juvenile in the extreme. Chrystia Freeland praised the fact that inflation is coming down, and interest rates along with it, which makes the Conservatives mad because they can’t use it as a wedge. Scheer insisted that it was cold comfort that prices weren’t coming down (which is generally how inflation works), and took a swipe at the NDP before demanding an election. Freeland noted that the Conservatives have a hidden austerity agenda, and wondered aloud what exactly they planned to cut. Scheer then raised the capital gains tax changes, and claimed this would affect housing (extremely unlikely), and Freeland took the opportunity to praise their mortgage rule changes from last week. Luc Berthold took over in French to decry students using food banks, and demanded the carbon levy be cut. Jean-Yves Duclos called this nonsense, and called out the belief that school food programmes are “bureaucratic.” Berthold took a swipe at the Bloc, and demanded an end to the government. Duclos kept on the points about the depiction of the school food programme.

Alain Therrien led for the Bloc, and demanded an enrichment to OAS, or face an election. Steve MacKinnon pointed out the Bloc’s record  voting against returning the retirement age to 65 and enriching the GIS, as well as dental care. Therrien thundered that the government could afford this instead of funding oil companies, and made his threat again. MacKinnon reiterate that they have never cut help for seniors, only ever increased it even when the Bloc voted against it.

Jagmeet Singh rose for the NDP, and complained that Loblaws wants to charge people $100 for a doctor’s appointment, which is provincial jurisdiction and he should take that up with Doug Ford. Mark Holland called him out for caving to a bully. Singh repeated the accusation in French, and Holland kept on his tear about the NDP caving not only on the agreement, but also on the carbon levy.

QP: Who cares about the woodland caribou?

For the final Tuesday of the spring sitting, the prime minister and his deputy were both present, as were nearly all of the other leaders. Pierre Poilievre led off in French, and said that the environment minister is threatening jobs in Quebec’s forestry sector with an Order-in-Council, not mentioning that it’s because Quebec has not lived up to their obligations to protect woodland caribou. Poilievre vowed to undo such an order as government, and worried that there would be an increase in lumber costs and lost jobs until then. Justin Trudeau said that for decades, the federal government has had a responsibility to protect species at risk, and in this case, it’s the woodland caribou, and they are working with the province to protect the environment and jobs. Poilievre blamed the Bloc for keeping the government in power, and that they were letting the federal government kill jobs in the forestry sector, and Trudeau reiterated that you can’t build a strong economy without protecting the environment. Poilievre switched to English, and quoted Scott Brison’s comments about the capital gains changes, and Trudeau shrugged this off as a “partisan” attack and explained this was about $250,000 in profits, and asking them to pay a little more. Poilievre cited a Food Banks Canada report that claimed 25 percent of Canadians were now in poverty, and called the government’s programmes “whackononics,” and Trudeau pointed out that the Conservatives keep voting against help for people. Poilievre tried to tie in the nonsense conspiracy about the so-called secret carbon price report to discredit the government’s points on the capital gains, and Trudeau taunted that Poilievre hid for eight weeks in order to come up with an answer on the capital gains changes.

Christine Normandin led for the Bloc, and wondered why Trudeau was not sharing foreign interference warnings with provincial premiers, citing comments by David Eby. Trudeau insisted that they were working to get more information to provinces in a timely manner. Normandin demanded that the step up and give provinces the information they need. Trudeau said that Bill C-70 would do that, once it passes the Senate.

Jagmeet Singh rose for the NDP, and he playacted tough in trying to call out the PM for not doing anything about suspected MPs in his caucus, and the Conservatives for being incurious on the NSICOP report. Trudeau gave some platitudes about taking more actions than any other government. Singh repeated the question in French, and got much the same response.
